About the Role:

COPFS is building a new Transformation and Change Dictorate, and we’re looking for Senior Lead and Business Partner to help shape its future.

In this role, you’ll work with senior leaders to drive service improvement, lead business design and transformation initiatives and use data, insight and emerging technologies to deliver meaningful change across a national public service organisation.

Job description

As a Senior Lead and Business Partner within our newly established Transformation and Change team, you will work at the heart of organisational transformation. Acting as a trusted advisor to senior leaders, you will help design and improve services, ensuring they are evidence led, user centred and aligned to our future operating model.

You will lead complex business design and analysis activity across major transformation initiatives, bringing together operational, digital and policy colleagues to solve challenging problems and deliver meaningful improvements for the people who use our services.

This is a unique opportunity to help build a new capability within COPFS, influence how services are designed across the organisation and play a key role in delivering long term change across Scotland’s prosecution service.

Strategic Business Partnering

  • Act as a trusted advisor to senior leaders, providing insight, challenge and recommendations to inform strategic decision-making
  • Lead business design activity across assigned service areas, ensuring priorities align with the COPFS Transformation Roadmap and future operating model
  • Influence stakeholders through complex change programmes, facilitating discussions that support informed decisions and sustainable outcomes
  • Translate strategic objectives into measurable outcomes, improvement priorities and service design activity

Service Design, Architecture and Transformation

  • Lead the design and improvement of end-to-end services, processes and customer journeys
  • Ensure services are user centred, evidence based and aligned to the future operating model
  • Shape business capabilities and operating models that support organisational transformation
  • Drive innovation and continuous improvement, identifying opportunities to improve services through new ways of working and technology

Business Analysis and Insight

  • Lead complex analysis activity to understand business needs, risks, opportunities and dependencies
  • Develop and assure business requirements, options appraisals and recommendations that support effective decision making
  • Use data, insight and evidence to identify improvement opportunities and measure outcomes
  • Explore how digital capabilities, automation, emerging technologies and Artificial Intelligence can be utilised appropriately to improve services and business performance

Stakeholder Engagement and Governance

  • Build strong relationships across operational, digital, policy and justice sector partners
  • Facilitate workshops and engagement activities to develop shared understanding and support successful change delivery
  • Present complex information and recommendations to senior audiences
  • Ensure service and process designs comply with relevant governance, policy and regulatory requirements

Leadership and Capability Development

  • Provide leadership on business design and analysis activity within assigned service areas
  • Mentor, coach and support colleagues, helping to build organisational capability and professional expertise
  • Champion best practice in business design, business analysis and continuous improvement

Person specification

We’re looking for an experienced business design, business architecture, business analysis or transformation professional who enjoys solving complex organisational challenges and influencing change at a strategic level.

You will be comfortable working with ambiguity, building strong relationships with senior stakeholders and translating complex problems into practical, deliverable solutions. You will bring experience of leading service design or transformation activity within complex organisations and have the credibility to challenge, influence and guide decision-making across multiple stakeholder groups.

Most importantly, you’ll be passionate about improving services, delivering meaningful organisational change and helping shape the future of COPFS.

Qualifications

•Significant experience leading business design, business architecture, service design, business analysis or enterprise transformation activity within a complex organisation
•Ability to design and improve end-to-end services, business processes or operating models
•Ability to work with senior stakeholders to help shape strategic change and organisational improvement
•Use of data, evidence and insight to understand problems, develop recommendations and support decision making
•Experience translating organisational strategy into practical change initiatives, service improvements or transformation outcomes
•Experience working across multi-stakeholder environments and leading collaborative approaches to problem solving
