Job summary

Working within the SIA’s Criminal Enforcement function, you will be the department’s senior operational lead with responsibility for overseeing the daily delivery of a highly effective and efficient criminal enforcement and financial investigation service in order to support the SIA’s purpose of protecting the public through effective regulation.

The work of the Criminal Enforcement function is dynamic and highly operationally focused, and as such you will need to be able to make high-quality risk-based decisions on significant and wide-reaching operational issues. Through the effective management of a team of Criminal and Financial Investigation Mangers, you will ensure that the work undertaken by the department meets and exceeds national standards in order to maximise results, drive efficiencies and limit the organisations exposure to risk.

This role plays a key part in delivering the SIA’s mission to protect the public through effective regulation, by ensuring there is accountability for those who engage in serious non-compliance or wider criminal offending, and that through the deterrent effect of this activity, the SIA’s expectations of high compliance and standards within the industry are reinforced. You will work closely with the SIA’s Legal Services team, the police and other law enforcement partners to secure outcomes which ensure the UK’s private security industry is a hostile place for those who seek to cause harm.

Job description

– Oversee and be responsible for the daily operations of the SIA’s criminal and financial investigation teams, ensuring resources are utilised appropriately and casework is progressed in a timely manner.

– Oversee the department’s case tasking process to ensure that casework is effectively allocated and prioritised in line with the level of threat, risk and harm.

– Be accountable for the overall quality of SIA investigations and evidential files submitted for consideration of prosecution.

– Support the Deputy Director – Criminal Enforcement to ensure the effective management of budget and resources in order to deliver an efficient and effective operating model.

– Be responsible for the performance and development of the department’s investigation teams and through effective leadership manage and drive the performance of the teams.

– Promote continuous professional development opportunities to ensure staff continue to have or maintain the necessary skills to fulfil their role at all times.

– Contribute to the SIA’s Business Planning process and support the Deputy Director to ensure the plan is delivered efficiently and to budget.

– Represent the Criminal Enforcement function at a senior level internally and externally, deputising for the Deputy Director as required.

– Effectively develop and maintain relationships with external partners in order to promote the work of the Criminal Enforcement function, the wider SIA, our purpose and capabilities.

– Through a collegiate working style, develop and maintain a positive working relationship with other business areas across the organisation, proactively seeking opportunities for collaboration.

– Directly oversee and hold responsibility for delivering the most sensitive or critical civil and criminal investigations, developing investigative strategies as required.

– Through continuous professional development, build and maintain the professional knowledge required to build trust with others and lead with credibility.

– Champion the importance of an investigative mindset and professional curiosity in all areas of work.

– Ensure the work of the Criminal Enforcement function is consistent with both the SIA’s Compliance, Supervision and Enforcement approach, the Regulators Code and other key statutory and legislative requirements.

– Keep abreast of wider legislative and policy changes which may impact the work the department.

– Undertake any other reasonable duties as requested from time to time, within the job-holder’s capabilities.

Person specification

  • Hold or work towards obtaining accreditation to College of Policing Professionalising Investigative Practice 1 (PIP1) within 12 months of joining the organisation and accredited Counter Fraud Manager (ACFM) qualifications. An equivalent qualification will be accepted.
  • A good practical understanding of relevant UK legislation and criminal procedures, including CPIA, Fraud Act, POCA and PACE. Ability to demonstrate a practical understanding of the Private Security Industry Act 2001 and develop this knowledge to subject matter expert level. Understanding of differing requirements across legal jurisdictions.
  • An understanding of the role of criminal enforcement measures as part of a wider approach to general regulatory compliance and the use of non-judicial outcomes and sanctions to achieve desired results.
  • Experience of effectively analysing complex information and making sound, evidence-based decisions under the pressure of time.
  • Extensive leadership experience with the ability to gain the respect and confidence of colleagues. Able to demonstrate effective leadership of teams in a range of circumstances, including through a period of change.
  • Advanced verbal and written communication skills and a capacity to communicate with a wide range of people with the ability to present information to a variety of audiences. Well-developed negotiating and influencing skills.
