Job summary

Reporting to the Assistant Director – People Development, the Senior Manager – HR Projects post holder will work closely with the HR Senior Leadership Team and colleagues across the agency to lead, shape and deliver priority HR projects that support delivery of the People Strategy and HR delivery plan.

The role includes responsibility for managing a small team, providing clear direction, support and constructive challenge to ensure high quality outcomes and a positive team experience.

This role requires pace, grip and judgement. You will be expected to quickly understand context, assess priorities and drive progress across a portfolio of work, ensuring momentum is maintained and outcomes are delivered.

Job description

The role requires an agile approach, working across short, medium and long-term projects, often at pace and with competing priorities. You will be a self-starter, comfortable operating with minimal direction, able to quickly assess issues, set clear direction and drive delivery through to completion.

Working with key stakeholders across the agency and alongside a professional HR team, you will ensure the efficient, consistent and effective delivery of HR activity, while contributing to our ambition to create a great place to work.

There are several exciting and rewarding projects this role will lead on which include the development of our Leadership Standards and the integration of these behaviours throughout the entire employee lifecycle. This work will shape how we recruit, onboard colleagues, how we support development, and enable fair, effective and meaningful performance management.

The role will also play a key part in advancing our approach to careers and capability helping to create clear career pathways that support both organisational priorities and individual growth.

This role provides is an excellent opportunity to combine high quality day to day HR delivery with the design and implementation of innovative solutions that directly support the agency’s People and Culture Strategy.

Person specification

You have a strong track record of leading and delivering complex, organisation wide HR projects. You operate confidently at both a strategic and operational level, able to quickly understand organisational context, set clear direction and drive delivery at pace across a varied portfolio of priorities.

You bring strong generalist HR knowledge, with experience of working across the employee lifecycle, including areas such as onboarding, recruitment, engagement, talent and succession planning, careers, development and capability building. You use this expertise to design and implement a range of practical, people‑focused solutions that enhance organisational effectiveness and the employee experience.

You demonstrate excellent leadership and management behaviours, creating clarity, setting high standards and supporting others to perform at their best. You build strong, trusted relationships and lead with credibility, fostering a positive and high performing culture.

You are proactive and outcome focused, taking ownership and seeing activity through to completion.

Above all, you are motivated by making a meaningful impact. Helping to create a great place to work while supporting delivery of people priorities.
