Job summary
The SIA is the organisation responsible for the regulation of private security. It is an independent, arm’s length body (ALB) of the Home Office, reporting to the Home Secretary, under the terms of the Private Security Industry Act 2001. The SIA’s purpose is protecting the public through effective regulation of the private security industry and working with partners to raise standards across the sector. Its regulatory remit covers the whole of the United Kingdom.
The SIA has two main duties: the compulsory licensing of individuals undertaking designated activities within the private security industry and the management of a voluntary Approved Contractor Scheme, which measures private security suppliers against independently assessed criteria.
SIA licensing covers security operatives who are in guarding, door supervision, close protection, cash and valuables in transit, and public space surveillance using CCTV, vehicle immobilisation (in Northern Ireland) and key holding. Licensing ensures that private security operatives are fit and proper persons who are properly trained and qualified to do their job.

We are looking for an exceptional Senior Manager – Intelligence (Research, Analysis & Engagement) to develop and lead a high-performing team at the heart of protecting the public, strengthening regulation, and tackling emerging threats across critical sectors.

Person specification
Essential
- Significant experience of leading, managing and developing intelligence analysts, researchers or intelligence officers within a regulatory, law enforcement or public sector environment.
- Significant experience of practical application of the principles of the National Intelligence Model, and other current or emerging intelligence frameworks, in a senior intelligence management role.
- Practical understanding and experience of the development and production of effective and efficient intelligence and risk processes, products and tasking processes at strategic, tactical and operational levels.
- Strong leadership and people management capability, including experience of performance management, leading and motivating multidisciplinary teams, and delivering results through intelligence and/or risk functions, while gaining the confidence and respect of colleagues at all levels.
- Demonstrable experience of stakeholder management, both internally and externally to your organisation, with experience of negotiating, influencing and advising senior operational stakeholders.
- Excellent written and verbal communication skills with the ability to explain complex and sensitive information clearly through a range of media and build rapport with a broad range of internal and external stakeholders.
- Experience of managing or working within intelligence teams that utilise sensitive information systems, including the Police National Database (PND), and appropriate handling of intelligence at Restricted and Confidential levels.
- Well-developed planning and prioritisation skills, with the ability to manage competing demands effectively and ensure delivery against individual and team performance targets and deadlines.
- Detailed practical understanding and experience of legislation relating to the control and processing of information particularly the Data Protection Act, General Data Protection Regulations, the Freedom of Information Act, the Human Rights Act, Common Law Police Disclosure and other relevant legislation relevant to regulatory bodies.
- Strong IT skills, including the use of Microsoft Office applications.
Desirable
- Hold or be able to work towards obtaining Intelligence Professionalisation Programme (IPP) accreditation for a management position, within 18 months of employment.
- Practical understanding of The Private Security Act 2001.
- Previous experience of working in a Serious & Organised Crime environment.
- Previous experience of working in a Counter Terrorism and/or protective security environment.
