Job summary

Working alongside the Assistant Director – People Development, the Senior Manager – Learning & Organisational Development (L&OD) will play a key role in shaping and delivering Homes England’s L&OD agenda.

This is an exciting opportunity to influence organisational capability, leadership development and culture within a national organisation with a clear social purpose. The postholder will lead the development and delivery of strategic L&OD initiatives, working closely with senior leaders and stakeholders to ensure learning solutions are aligned to business priorities and deliver measurable impact.

Joining a collaborative and experienced team, you will help drive organisational performance through innovative, practical and customer-focused learning and development interventions that support colleagues, teams and the wider organisation.

Job description

The Senior Manager – Learning & Organisational Development is responsible for developing and managing a professional, innovative and impactful L&OD offer that supports organisational capability, performance and workforce development.

Key responsibilities include:

• Leading the design, delivery and evaluation of strategic L&OD initiatives that support organisational priorities and business objectives.

• Developing and implementing talent management frameworks and strategies that support workforce planning, succession planning and organisational capability.

• Designing and embedding leadership, management, talent, coaching and onboarding programmes that drive engagement, capability and cultural change.

• Acting as a trusted adviser to senior leaders, providing expert guidance on organisational development, learning strategies and people development challenges.

• Building strong partnerships across the organisation to ensure learning interventions are aligned to business need and deliver measurable outcomes.

• Leading and managing organisational development and change initiatives, acting as a positive and influential change agent across the Agency.

• Managing relationships with external learning and development providers to ensure high-quality, value-for-money solutions.

• Promoting a culture of continuous learning, innovation and improvement across the organisation.

• Leading and developing team members to deliver a high-performing, customer-focused L&OD service.

• Demonstrating and embedding Homes England’s values and behaviours, contributing to an inclusive and positive working culture.

Person specification

Essential Criteria

• Demonstrable experience of leading and managing extensive engagement with senior stakeholders within a Learning and Organisational Development environment, operating as a trusted adviser and influencing at a strategic level.

• Substantial experience of successfully leading, managing and developing high-performing teams to design, deliver and embed innovative L&OD solutions that support organisational priorities.

• Significant experience of developing and implementing organisational development strategies that enable a learning organisation and align learning interventions with business objectives.

• Extensive experience of designing, delivering, embedding and evaluating leadership, management, talent, coaching and onboarding programmes that drive capability development and cultural change.

• Experience of supporting organisational change initiatives and influencing leaders through periods of transformation.

• Demonstrable commitment to continuous professional development and application of a broad range of L&OD methodologies, tools and psychometric approaches.

• Experience of working effectively with external learning and development providers and partners to deliver successful outcomes.

• Excellent communication, relationship-building and stakeholder management skills, with the ability to influence and challenge constructively.

• Strong strategic thinking capability combined with the ability to translate strategy into practical, high-impact delivery.

• A collaborative, resilient and proactive approach, with a commitment to continuous improvement and inclusive leadership.
