Senior Procurement Manager

We are looking for an ambitious and inspiring Senior Procurement Manager to lead our procurement function and help shape how the Council secures outstanding value, drives innovation and delivers better outcomes for residents.

Cheshire West and Chester Council is a place where everyone can Thrive – through our core values of Teamwork, Honesty, Respect, Innovation, Value for Money and Empowerment.

This is a high-profile opportunity to set the strategic direction for procurement across a large and diverse organisation. You will work with senior leaders, Members, commissioners, budget holders, suppliers and partners to ensure procurement is compliant, commercially focused and aligned with our wider priorities.

You will lead and develop a talented procurement team, strengthen our strategy and governance, and oversee complex, high-value procurement activity from planning through to mobilisation. Using data, market insight and strong commercial judgement, you will identify opportunities to generate savings, improve services and deliver meaningful social, environmental and local economic value.

You will have the freedom to influence at the highest levels, bring people together and create a positive, high-performing service built on professional excellence and continuous improvement.

About you

You will be an experienced procurement leader with strong knowledge of public procurement legislation, governance and best practice. You will combine strategic thinking with the confidence to lead complex procurements, advise senior stakeholders and turn insight into practical action.

Just as importantly, you will be an engaging and inclusive leader who motivates others, builds trusted relationships and shares our commitment to value for money, sustainability, equality and excellent outcomes for residents. Membership of the Chartered Institute of Purchasing and Supply is essential.

Why join us?

This role offers the chance to make a visible, organisation-wide impact at a time when excellent procurement has never been more important. You will join a Council that values collaboration, innovation and public service, with the opportunity to shape approaches that make every pound work harder for our communities.

The closing date for applications for this position is the 1st November and interviews will take place w/c 9th November.
