Job summary
We are looking for a Senior Product Manager to work within the Digital Development and Operations Team, which is part of UKHSA Chief Data Officer (CDO) Group.
The CDO Group mission is to enable UKHSA to make the nation’s health secure through safe and innovative digital capabilities and by the transformation of public health data, analysis, insight and surveillance. In Digital Development and Operations, we do this by delivering services which meet and maintain the Digital Service Standards (https://www.gov.uk/service-manual/digital-by-default). We proactively partner, across UKHSA and beyond, to influence, design and deliver digital and technology products and services that underpin Agency objectives, and provide tangible, valued business and citizen health outcomes.
As a Senior Product Manager, you will lead one or two multi-disciplinary squads within a portfolio of work. You will build working relationships and communicate regularly with a wide range of stakeholders, both clinical and non-clinical, internal and external to UKHSA.
You will assess value, develop cases, and prioritise stories, epics and themes to ensure work focuses on maximum value aligned with product strategy.
Working closely with stakeholders and customers, you will set priorities and accept work across multiple platforms. You will own the product roadmap, manage the product backlog effectively, and agree this with business stakeholders.

Job description
As a Senior Product Manager, you will:
- Lead one or two multi-disciplinary squads within a portfolio of work, using evidence to guide product decisions and set priorities
- Deliver services that meet UKHSA CDO Group requirements and supports UKHSA’s strategic objectives
- Define the product and gain user buy-in through a product strategy and roadmap, while prioritising the backlog to guide delivery
- Be part of one or more multi-disciplinary agile delivery teams to deliver excellent new products and iterations to existing products to meet user needs.
- Gather user requirements based on a communicable understanding of diverse audience groups.
- Interpret user research to make the correct product decisions, noting that users do not always know what they want.
- Underpin the delivery and iteration of digital services through effective analysis of qualitative and quantitative user data.
- Provide leadership across the organisation in digital, making the case for digital and agile ways of working.
- Develop and manage stakeholder relationships within UKHSA CDO Group and across the Agency to create buy in for the product.
- Communicate credibly with a wide range of digital delivery disciplines and talent both internally and externally.
- Be actively involved in the Product Community of Practice and partner and user communities to promote the department’s principles and foster a collaborative approach to solution delivery and engagement.
In addition to the key responsibilities above this role will:
- Require adherence to all UKHSA Policies and Procedures.
- Contribute to the delivery of corporate goals and objectives.
- Support corporate service activity as set out in the Corporate Services Standard Operating Procedures.

Essential criteria :
- Service Standard: experience of applying Digital Service Standards, or similar, to products or services.
- Stakeholder engagement: has experience of seeking senior stakeholder buy-in to support the development of products or service and building long-term relationships with stakeholders.
- Agile working: has experience of agile methodology and can apply the agile mind-set to all aspects of their work.
- User focus: has experience of using insights to represent the user and prioritising needs.
- Lifecycle Perspective: has experience of the different phases of product delivery, is able to lead a team through each phase and know when a product should move to the next phase.
- Operational Management: has experience of the operational processes of running and maintaining a product or service.
- Problem Ownership: has experience of identifying problems, analysing and helping to identify the appropriate solution.
- Product Outcomes: has experience of defining key performance indicators to assess the success and performance of a product or service.
- Product Leadership: has experience of using a product-led approach to delivery and participation in product management community activities
- Product Management: has experience of validating what adds value now versus the future and address uncertainty around scope.
- Strategic Ownership: has experience in developing a strategy and visions for products and focussing on outcomes, not solutions.

Location
This role is being offered as hybrid working based at any of our Core HQ’s. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQ’s (Birmingham, Leeds, Liverpool, and London). Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Salary Information
If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.
