
Senior Sustainability Manager (Temporary)
Job summary
The Welsh Parliament is committed to reducing its environmental impacts and to acting as an exemplar in sustainability. The Senedd has a successful track record in this area and this post will play a key role in ensuring continued effective sustainability performance and improvement to meet our sustainability targets and objectives.
The post is based within the Estates and Facilities Management service and the post holder will report to the Head of FM Services and Sustainability and will also need to work co-operatively and effectively with other members of the team, contractors and stakeholders to ensure achievement of our sustainability objectives and to promote sustainability across the organisation.
The post holder will also be responsible for managing our Carbon Neutral Strategy targets for energy, water, waste and travel and for public reporting via the Sustainability Annual Report.
The Senedd currently has ISO14001 certification and the post holder will take the lead role in maintaining this or an equivalent standard.
The post holder must have experience of operating and managing environmental management systems and a successful track record of driving continuous improvement to achieve environmental targets.
Job description
Key tasks:
Environmental Management
- Manage and continually improve the Environmental Management System (EMS) and ensure ongoing certification to ISO14001 or equivalent, including an appropriate range of annual reporting data and improvement targets.
- Compile and implement the Senedd’s Carbon Neutral Strategy, including:
- Produce and present business cases to a range of stakeholders, including Executive Board, for capital spend and any sub-projects required to achieve the overall objectives.
- Benchmark the organisation against others on a similar journey.
- Develop and implement a programme of communication and engagement with staff.
- Ensure the Strategy aligns with internal and external goals and policies, and changes over time as these drivers evolve.
- Monitor the effectiveness of the Strategy and report annually on progress.
- Ensure compliance with relevant legislation, keeping up-to-date with new and forthcoming legislation
- Develop and draft a range of reports to include:
- Reports to the Commission
- Sustainability Annual Report
- Sustainability section of the Annual Report and Accounts
- KPI reports
- Propose sustainability improvement projects which help keep the Senedd ahead of the curve in environmental issues, as well as in response to changes in best-practice thinking.
- Energy Management, including chairing quarterly energy meetings with a range of stakeholders in order to drive energy-reduction.
- Liaise with the Commissioner for Sustainable Development on the long-term carbon strategy as well as annual targets and ad-hoc environmental topics as they arise.
Sustainable Travel
- Produce a travel survey every two years to monitor and compare commuting travel trends, analyse results and publish a written report summarising the results.
- Liaise with external parties, including transport providers and the Public Service Boards, to ensure a holistic range of active and healthy travel services are supported.
- Procure and maintain the Senedd’s cycle-to-work scheme, taking feedback from staff to ensure the best quality of scheme is offered.
- Procure and manage the ultra-low emission vehicle (ULEV) pool car facility for the Senedd, including managing the budget for this service. .
Waste management and recycling:
- Work with the FM Contractor, proactively monitor waste contract performance and reporting.
- Identify opportunities for improving waste and recycling processes across the estate, ensuring best practice methods are adopted where possible.
- Ensure sustainability is embedded into future procurement decisions across the organisation.
Biodiversity
- Manage the Pierhead Bees project, including the team of staff volunteer beekeepers, to ensure the good health of the bees and regulatory compliance with Animal and Plant Health Agency (APHA).
General Management:
- Manage the Sustainability & Governance Officer to include effective line and performance management and training and development. Actively contribute as a member of the EFM management team and ensure corporate and service priorities and objectives are cascaded effectively to the team.
- Feed into the Senedd Estate Strategy and have input in Forward Maintenance Planning with sustainability at the heart
- Other duties commensurate with the post and grade to assist with priorities and demands within the service.
Person specification
- Proven experience and successful track record of writing and delivering a corporate sustainability strategy and associated annual reporting and a programme of continuous improvement.
- Proven, successful track record of managing an Environmental Management System (EMS), with the ability to analyse environmental management data.
- Full membership of a relevant professional body such as the Institute for Sustainability and Environmental Professionals (ISEP) or working towards such a qualification.
- Knowledge and experience of relevant environmental legislation, reporting criteria and relevant policy frameworks.
- Experience of producing high‑quality reports and briefings with clear analysis and evidence‑based recommendations for senior audiences.
The following qualities are not essential for this particular post but have been deemed as desirable. These will only be taken into account in the event of two (or more) candidates acquiring the same score at either application or interview stage.
