Defra operates a group model, delivering corporate services centrally to Core Defra and four arm’s length bodies: the Environment Agency, Rural Payments Agency, Natural England, and the Animal and Plant Health Agency.

The Tax Team provides expert tax services across the Defra group, covering VAT, taxable benefits, corporation tax, and off‑payroll working (IR35). The team sits within the wider Compliance and Financial Accounting Team, which leads on the preparation of statutory accounts for Defra bodies and the consolidated Defra Group Annual Report and Accounts.

We are looking for a Senior Executive Officer (SEO) to act as the Defra Group IR35 Lead, providing expert advice, oversight, and assurance on off‑payroll working (IR35).

As a permanent member of the tax team, you will lead IR35 policy, governance, and compliance activity across Defra and its ALBs, working closely with commercial, HR, finance, and senior stakeholders. Alongside IR35, you will also contribute to wider tax activity, including taxable benefits and corporation tax and VAT checks.

The tax team sits within the wider Compliance and Financial Accounting Team, which leads on the preparation of accounts for Core Defra, ALBs, and the Defra Group Annual Report and Accounts.


Job description

  • Lead IR35 policy and governance across Defra and its Arm’s Length Bodies, ensuring guidance, procedures, and documentation remain accurate, up to date, and compliant with legislation and HMRC requirements.
  • Provide expert IR35 advice and support to business areas, including commercial and recruitment teams, HR, project managers, and senior stakeholders.
  • Oversee IR35 status assessments, ensuring consistent use of compliant tools (such as CEST) and robust supporting evidence.
  • Monitor IR35 compliance across contingent labour, consultancy, professional services, and managed service arrangements.
  • Design and deliver training, briefings, and guidance to improve understanding of IR35 obligations across the organisation.
  • Support IR35 assurance activity, including preparing evidence for HMRC audits and responding to requests from the cross‑government Tax Centre of Excellence.
  • Identify, analyse, and report on IR35 risks and compliance issues, providing clear recommendations to senior leaders and governance forums.
  • Act as the subject matter expert during procurement and system upgrades (Synergy programme), ensuring IR35 requirements are reflected in policies, workflows, and controls.
  • Assist with data gathering and checking returns for the PAYE Settlement Agreement, alongside ensuring compliance on all taxable benefits.
  • Work with the wider tax team on all other areas of Defra’s tax, providing help and advice to other bodies in the Defra group as needed.
  • Liaise with HMRC, cross‑government forums, and senior internal stakeholders, providing clear and timely information.

Person specification

  • A strong technical understanding of tax, with particular expertise in IR35 and the practical application of relevant legislation and HMRC guidance.
  • Experience of providing clear advice on complex technical issues to a range of audiences.
  • Strong stakeholder management skills and the ability to build effective working relationships across teams and organisations.
  • Excellent written and verbal communication skills.
  • Strong analytical and problem‑solving capability, with good attention to detail.
  • Effective organisational and prioritisation skills, with the ability to manage competing demands.
  • Confidence using IT systems and data to support analysis and assurance activity.

Selection process details

Sift

Location

As part of the pre-employment process for this post, successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. The agreed contractual workplace is then the substantive and permanent place of work for the successful candidate(s)

Where the location is ‘National’ the successful appointee should discuss and agree an appropriate contractual location in line with both Defra’s location policy and site capacity, prior to proceeding with pre-employment processes.

The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home. Working time spent at a workplace may include time spent at other organisational locations including field-based operational locations, together with supplier, customer or partner locations. This is a non-contractual agreement which is consistent with common Civil Service expectations.

Travel costs to non-contractual workplaces will be subject to departmental travel and subsistence policies. Travel costs to contractual workplaces are the responsibility of the employee.

The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time.

Defra includes the core department, APHA, RPA, Cefas and VMD.

Reserve

A reserve list may be held for a period of 12 months from which further appointments can be made.

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
