Job summary

The Catterick Integrated Care Centre (CICC) programme is a flagship initiative within Defence Medical Services (DMS) Transformation, delivering a state-of-the-art healthcare facility to serve both the Ministry of Defence (MOD) and the local NHS population. The Programme Capability Support Lead will be pivotal in delivering the CICC programme, focusing on designing and implementing the Building and Clinical Operating Models to ensure seamless integration of military and civilian healthcare services. Reporting to the Programme Manager and overseeing the Programme Capability Support Officer, the role involves collaborating with stakeholders, aligning capabilities, and driving innovative solutions to enhance healthcare delivery. Key responsibilities include working with subject matter experts, validating solution designs, supporting transitions to new service arrangements, and contributing to the programme’s transformative healthcare outcomes. This is a unique opportunity to shape the future of integrated healthcare for MOD and NHS communities.

This role is offered on a fixed-term appointment (FTA) basis & is lifed until 31/03/2028, this is due to its alignment with the CICC programme, which is time-limited and will conclude upon the successful delivery of its objectives.

This role is advertised at 37 hours per week.

Job description

As a programme of national significance, the CICC is regularly discussed at the highest levels within the DMS and NHS and has received ministerial endorsement as a key element of the development of Catterick Garrison and Richmondshire.

The Programme Capability Support Lead will play a vital role in ensuring the successful delivery of this complex and transformative programme. Reporting to the Programme Manager and overseeing the Programme Capability Support Officer, the postholder will focus on crafting and delivering solution designs for both the Building Operating Model and, predominantly, the Clinical Operating Model. This will involve aligning capabilities to ensure seamless integration between military and civilian healthcare services, while driving the development of innovative solutions to enhance the efficiency and effectiveness of healthcare delivery within this collaborative framework.

This role requires close collaboration with a wide range of internal and external stakeholders. It demands strong coordination, communication, and stakeholder engagement skills, as well as the ability to navigate complexity and ambiguity. The postholder must be adept at translating technical and operational requirements into clear, actionable plans that support programme success.

Person specification

The duties and responsibilities of the role include, but are not limited to:

  • Working alongside subject matter experts (SMEs) to maintain USER/Defence Lines of Development.
  • Coordinating input into solution design validation, verification, and acceptance into service.
  • Supporting the transition to new in-service arrangements and benefits planning.
  • Reviewing specifications, collating evidence, and developing solution designs to ensure coherence with programme objectives, requirements, and benefits.
  • Contributing to pan-project workstreams and enabling the successful implementation of the CICC’s transformative healthcare solutions.

  • Essential Criteria

Proven ability to build strong relationships and support effective engagement, particularly where partners have competing priorities.
  • Communication Skills: Strong written and verbal communication skills, with experience preparing clear and concise advice, briefings, or reports for senior leaders. Able to present complex information in a way that supports decision-making.
  • Strategic Thinking and Adaptability: Ability to contribute to strategy or policy development, identify emerging issues, and adapt plans or recommendations to align with programme objectives.
    Programme and Project Management: Demonstrable ability to manage competing priorities, coordinate activity across workstreams, and deliver high-quality outputs in a structured and timely manner.
  • Governance and Compliance: Awareness of governance frameworks and compliance requirements, with the ability to ensure activities align with established standards and policies.
  • Problem-Solving and Leadership: Strong analytical skills to identify issues and recommend solutions, with experience providing guidance or mentoring to team members and fostering collaboration.

Desirable Criteria
Sector Knowledge: Familiarity with healthcare operations, defence organisations, or integrated service delivery models, particularly in MOD or NHS contexts.

Capability Development: Understanding of Defence Lines of Development (DLOD) or similar frameworks, with experience contributing to solution design or acceptance into service.

Qualifications: Possession of recognised project or programme management qualifications (e.g., PRINCE2, MSP, APM).

Change Management: Experience supporting or leading change initiatives, with the ability to engage stakeholders and manage transitions effectively.

Continuous Improvement: Evidence of promoting learning, innovation, and best practices, with a focus on embedding lessons learned.

Sustainability and EDI: Awareness of sustainability goals and equality, diversity, and inclusion (EDI) principles, with the ability to incorporate these into programme activities.

This is a Fixed-term Appointment as a SEO Programme Capability Development Support Lead in the Regional HQ Catterick, DL9 3JS and occasional travel Lichfield, WS14 9PY. Your responsibilities will be as described in this job advert and attached TOR. The reason why you are appointed for a fixed period is due to its alignment with the CICC Programme, which is time limited and will conclude upon the successful delivery of its objectives. This post will therefore begin on your appointment and will end on 31/03/2028.
