Job summary
The Strategic Finance and Investment Approvals Group sits at the heart of the Ministry of Defence (MOD). The Group leads on financial management, strategic financial planning and control, and approval of a multi-billion pound programme. The group is friendly and supportive, operating a flat structure, by fully empowering our people. We’re a diverse team bringing a mix of policy, finance, strategy and project skillsets, and experience both within national security and a range of other departments.
We are the strategic finance function for the department, bringing financial insight and scrutiny to all areas of the Department’s work. The Group plays a vital role developing strategic financial policy, securing and managing funding to achieve the department’s strategic objectives, and advising MOD Ministers and the Executive Team on financial strategy and financial management.
The Defence Spending team leads on the Department’s financial strategy, advising the Permanent Secretary, the wider executive team, and the Secretary of State on the departmental financial position. This includes advising on performance against the budget, and recommending any action necessary to ensure the MOD maximises delivery within its budget.
The team also leads on engagement with the Areas which make up the MOD under the Secretary of State’s reformed organisation structure. The team is broadly designed around this structure, with leads for the Military Strategic HQ, National Armaments Director Group, Department of State, and Defence Nuclear Enterprise. We play a pivotal role by building close relationships with these Areas, understanding the priorities of the Area Budget Holders, and working with the Area Finance Directors to effectively manage in-year strategic finance issues.

Job description
We are seeking a high-performing individual to join the team to lead on the Defence Nuclear Enterprise portfolio within the Spending team. You will be responsible for building and maintaining a strong relationship with senior stakeholders in the DNE, developing a strategic understanding of the DNE financial position, and critically how this interacts with the wider Departmental financial position.
You will also be responsible for cross-cutting in-year financial strategy work, including regular consolidation of the entire Departmental position, providing Accounting Officer advice to the Permanent Secretary, and finding solutions to complex financial problems.
Key responsibilities include:
- Spending control and challenge – leading on monthly financial performance reviews for the DNE, and quarterly senior deep-dives. Providing robust scrutiny of forecasts, risks, efficiencies delivery, and other key measures. Drafting high quality advice and briefing for senior officials and Ministers as required.
- Stakeholder relationships – building strong stakeholder relationships across the DNE, using these to develop a deep understanding of programme forecasts, cost drivers, and key risks. Using these relationships and understanding to better connect financial performance and strategic objectives, and to guide the team’s approach to the wider Departmental position.
- Strategic financial advice – bringing insight from the DNE portfolio into the overall Departmental position, and regularly leading on advising senior officials and Ministers on the overarching financial position.
- Cross-cutting projects – leading as required on emergent, high priority strategic finance projects. These are typically to meet direct Ministerial or ExCo direction, and require fast-paced and collaborative work across teams. Identifying opportunities to improve our processes and capability to advise on the in-year position.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
