About the role
Behind every effective public service are the systems, data and people that keep it running. This is an opportunity to lead a specialist technical team supporting the business-critical systems that underpin Welfare, Revenues and Benefits services across Brighton & Hove.
As Technical Delivery Manager, you will help keep essential services resilient, secure and responsive. You will provide technical leadership, support well-managed system changes, work closely with suppliers and service colleagues, and make sure our systems continue to support residents, businesses and communities when they need them most.
You will help to:
- lead, support and develop colleagues in the Welfare, Revenues and Benefits Technical Delivery team, creating an inclusive and supportive environment where people can do their best work
- help manage the availability, resilience, security and performance of business-critical systems that support residents, businesses and communities
- provide senior technical advice on system configuration, testing, release management, access control, data quality and audit requirements, explaining complex issues clearly and accessibly
- work inclusively with service managers, operational teams, IT&D, suppliers and project colleagues to deliver controlled system change
- understand complex system, data and supplier issues and make clear, proportionate recommendations that support good decisions
- identify improvements that strengthen service resilience, efficiency, financial controls and customer experience, while keeping people and service impact in mind
- contribute to governance, planning, risk management and assurance for statutory welfare, revenues and benefits services in a clear, collaborative and well-evidenced way.
About you
We are looking for someone who brings curiosity, sound judgement and a practical, inclusive approach to technical delivery. You will be comfortable working in a way that reflects the council’s values: connected, confident, creative, diverse and inclusive, and supportive of wellbeing and psychological safety.
You will be able to:
- work through complex issues with clarity, resilience and proportionate judgement
- balance service needs, risk, governance and customer impact when making recommendations
- build positive, inclusive working relationships with colleagues, suppliers and partners, listening to different perspectives and supporting effective collaboration.
We know that people gain skills and experience in different ways. You do not need to meet every desirable area of experience to apply. If you can show that you meet the essential criteria, or have relevant transferable experience from another complex service environment, we would welcome your application. We particularly encourage applications from people whose backgrounds, identities or experiences are currently under-represented in our workforce.

How to apply
Please read our Apply for a job at the council pages carefully. They give you all the guidance you need to complete your application as well as information on what will happen after you’ve submitted your application and at interview.
As part of your application, you will need to provide your education and career history and answer some application/shortlisting questions. Your answers to the application/shortlisting questions are the most important part of your application as they will be used in the shortlisting process to assess whether you meet the essential requirements for the role that are set out in the person specification and to decide whether you should be offered an interview. Before you start your application, please read our Shortlisting questions guidance (brighton-hove.gov.uk) as this gives important advice which will increase your chance of success in the shortlisting process.
AI advice for candidates
We are interested in hearing about your experience and skills in your own words. While we value people who know how to use AI, we ask that you minimise using it in your application.
We are keen to hear how your experience and skills align to our values and the skills and experience needed to perform well in our roles with clear real examples from you. To support you in this, we have guidance on using the STAR model which can help you ensure you are telling us your whole story. We also provide clarity on the skills we are looking for in our adverts and in the job description/person specification attached to each job advert.
All the applications we receive are read by at least two hiring managers and we do not use AI in this process. Our experience of reading applications is that those that have heavily used AI contain generic paragraphs that are strikingly similar to other applicants’ responses. This makes it extremely difficult to differentiate between applications, and doesn't give us enough evidence of your individual skills. There is a risk that we will therefore not be able to shortlist you. Instead, we recommend you ensure your application stands out by presenting clear examples of your actual skills and experiences in your own words.
Additional information
Your starting salary will be pro rata if the above position is less than 37 hours or term-time only.
