About the Role
This is a pivotal leadership role within our Technology, Data and Experience service, focused on ensuring the stability, resilience and continuity of our IT services during a period of significant organisational change.

As Technology Services Manager, you will lead the coordination of ICT activity through Local Government Reorganisation (LGR), ensuring our systems, infrastructure and services remain safe, legally compliant and fully operational. You’ll act as the key technical point of contact for Reigate & Banstead, representing our local context within wider LGR workstreams and supporting effective decision-making across multiple councils.

Working closely with the Head of Technology, Data and Experience and IT team leaders, you’ll balance strategic programme demands with the need to maintain strong day-to-day service delivery. This is an opportunity to play a central role in shaping transition planning while providing stability, clarity and leadership for teams during a complex and high-profile change programme.

About the Person
We are looking for a collaborative and pragmatic technical leader who can provide direction, coordination and reassurance during a period of change. We are also open to secondments or job sharing applications from colleagues working within Surrey councils involved in LGR.

The successful candidate will demonstrate:
Behaviours
• Calm, resilient and able to lead effectively through uncertainty and change
• Strong collaborator, able to build relationships across teams, organisations and workstreams
• Clear and confident communicator, able to translate technical detail for different audiences
• Pragmatic and solutions-focused, with the ability to balance competing priorities
• Supportive leadership style, enabling team leaders to deliver effectively

Skills
• Strong technical leadership across IT infrastructure, systems and service delivery
• Ability to coordinate complex activity across multiple stakeholders and workstreams
• Experience of managing risk, ensuring compliance and supporting assurance activity
• Excellent organisational and prioritisation skills, particularly in fast-paced environments
• Ability to manage supplier relationships and ensure continuity of critical services
• Experience of supporting transition, migration or transformation programmes

Qualifications and Experience
• Demonstrable experience in a senior IT or technical services management role
• Experience of leading teams and supporting managers in delivering business-as-usual services
• Experience working in complex organisational or programme environments (e.g. multi-agency or transformation programmes)
• Understanding of governance, risk management and service continuity principles
• Relevant technical or professional qualifications (or equivalent experience)

Staff Benefits
In exchange for your expertise, experience and enthusiasm, we will offer support in continuing your personal and career development, in addition to providing a wide range of employment linked benefits.

We provide you with competitive annual leave, and contribute 22.10% towards the LGPS pension scheme. You will also have access to a range of discounts including local and high street stores, and salary sacrifice schemes including a cycle lease scheme, and ‘Better’ leisure centre membership.

Values and Behaviours
Our great working environment and the values and behaviours of every individual and team in the Council, help to evolve the culture of our organisation to become more commercial, innovative and embracing of change. Successful applicants to our career opportunities will be able to demonstrate they share the values and behaviours we seek in our organisation.

Local Government Reorganisation
Reigate and Banstead Borough Council is part of the government’s plans for Local Government Reorganisation (LGR) scheduled to take place in April 2027. This means the current two-tier system, where services are split between Surrey County Council and district and borough councils like Reigate, will be replaced with two unitary councils made up of East and West Surrey, which will handle all local services. Reigate and Banstead Borough Council will form part of the new East Surrey unitary authority.

Although this may lead to some uncertainty for anyone considering a role with us, this process will take some time and during that time we still need to provide services. When local government is reorganised, most staff will transfer to the new council(s) which may offer additional opportunities for career development and variety as part of a larger organisation.
