About the role

We are seeking a proactive and technically skilled Travel Plan Officer to join our Transport Planning Service within the Economy & Environment Directorate.

You will play a key role in ensuring the statutory duties of the council to manage its school safety, travel planning and road safety education services are delivered. You will be working with national initiatives and legislation and will be required to implement and support schools, businesses and developers to deliver them, working within and supporting the delivery of the Transport Planning team’s works and objectives within Herefordshire.

Key responsibilities

You will:

  • Work across a range of areas and settings to engage with schools and new developments to make it easier for people to choose walking, cycling, wheeling and using public transport instead of their car for local journeys
  • Work with internal and external stakeholders and partners to ensure that your work reflects the needs of all and that there is an inclusive approach to this. This includes Public Health, Children and Young People and the Parish Councils.
  • Assist with the development, promotion, co-ordination, and delivery of high quality travel plans. Provide support for the implementation of actions and initiatives resulting from them.
  • Develop, plan and deliver behaviour change projects, including activities and training for children, parents and staff in schools across Herefordshire, to increase active travel mode share for the school journey.
  • Promote active travel as healthy and environmentally friendly methods of transport and share best practice locally, regionally, and nationally.
  • Work with organisations such as British Cycling, Walk Wheel Cycle Trust, Living Streets
  • Deliver cross departmental behavioural change programmes and design and rollout countywide publicity campaigns
  • Work with local stakeholders to enhance the offer available to residents for sustainable travel and provide professional advice on sustainable travel matters to schools, businesses and developers
  • Undertake regular and affective liaison with internal colleagues to develop an affective and best value program of work such as education, health, climate change, highways, and transport
  • Keep up to date with local, national, and international trends in sustainable travel needs and feed best practice into the service highlighting improved outcomes and benefits for Herefordshire Council, the community, and the environment
  • Ensure the development and implementation of processes/changes to legislation through training and service delivery
  • Work in accordance with new Code of Practices, Legislation, Guidance etc. and assist the service in ensuring they are embedded throughout
  • Monitor the success of travel plans and campaigns annually feeding back to relevant partners.

About you

You will bring:

  • A relevant Level 5 qualification or above in transport planning, civil engineering, geography, data analysis or a related discipline (or equivalent experience)
  • Strong analytical skills, including experience working with and interpreting transport data
  • Excellent IT skills, with advanced use of Microsoft Excel and confidence across Office applications
  • A good understanding of Local Transport Plans, transport policy frameworks and the role of transport in supporting place‑based objectives
  • Experience preparing clear, accurate reports and briefings for a range of audiences
  • The ability to manage your own workload, meet deadlines and work with minimal supervision
  • Confident communication skills and the ability to work collaboratively across teams and with external partners
  • An understanding of travel plan processes and objectives
