Are you ready to make a real difference in your community? Luton Council is seeking a motivated and experienced Upper Licensing Officer to join our Licensing team. This is a key role ensuring compliance across a wide range of licensing functions, helping to protect the public, create a fair and safe business environment, and support thriving local communities.

As an Upper Licensing Officer, you will:

  • Proactively lead and manage complex compliance and enforcement casework.
  • Apply licensing legislation and associated laws to ensure businesses operate fairly and safely.
  • Carry out inspections and investigations, prepare accurate reports, and present cases at formal legal hearings.
  • Provide professional advice and guidance to colleagues, businesses, and the public on licensing matters.
  • Work independently on enforcement cases, exercising impartiality and sound judgement to achieve effective outcomes.

About you

We’re looking for a professional with:

  • Demonstrable experience in a licensing or regulatory team within a legislative environment.
  • Proven track record of dealing with the public and commercial organisations with tact, diplomacy, and confidence.
  • Strong understanding of licensing law, including the Licensing Act 2003, Hackney Carriage & Private Hire Licensing, and enforcement procedures.
  • Experience conducting investigations in line with CPIA 1996, RIPA 2000, and PACE Codes.
  • Excellent communication skills – both written and verbal – with the ability to produce accurate reports, work procedures, and case documentation.
  • Strong IT skills across Microsoft Office and relevant databases.
  • A current valid driving licence and access to a vehicle for site visits across the Borough.
