It is the responsibility of the Technology Division (TD) to ensure that everyone in the organisation can access our data and information, to share it and to use it to make effective decisions. We support over 3000 colleagues working across Great Britain and, our services keep inspectors functioning effectively and efficiently on industrial sites nationwide, from oil platforms in the North Sea to our deepest mines and quarries.
Job description
As a User Administrator, you will join a small team that manages user accounts, permissions, and access rights across HSE’s IT systems. The role ensures compliance with security standards, supports onboarding and offboarding processes, and provides technical assistance for account‑related issues. It requires strong attention to detail, excellent communication skills, and the ability to work collaboratively with the Technology Division, HR, and other divisions.
Key Responsibilities
- Create, modify, and deactivate user accounts in Active Directory, Microsoft 365, and other enterprise systems.
- Assign and manage user roles and permissions based on job requirements and security policies.
- Conduct regular audits of user accounts and access rights to ensure compliance.
- Remove access for departing employees and maintain accurate records of changes.
- Respond to user inquiries and resolve account-related issues promptly.
- Ensure all assigned incidents and requests are acknowledged and resolved within the defined SLA timelines to maintain compliance and avoid breaches.
Person specification
At HSE, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement, and your allocated office will be your contractual place of work.
There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 60% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.
Therefore, we would encourage candidates to consider if the commute from home to the office is a feasible distance to travel before making an application. Please note that if you are successful, hybrid working will be discussed prior to taking up the post.
Essential skills and criteria
- Proven experience in User Administration and a strong understanding of Identity and Access Management (IAM) principles, including hands-on use of Active Directory, Microsoft 365, and other enterprise platforms for user account management (Lead).
- Strong attention to detail and accuracy when managing user data.
- Demonstrates professionalism and discretion when handling sensitive or confidential information.
- Able to prioritise workload effectively and work to agreed SLA deadlines.
- A confident communicator, able to work collaboratively with internal teams and end‑users, with a highly organised and methodical approach to work.
Qualification
ITIL Foundation Certificate (or willingness to work towards qualification whilst in post).

Sift Information
The sift will take place during week commencing 24th March 2026 when you will be assessed on your Personal Statement.
Please note that in the event of a high number of applications at sift, an initial sift will be carried out on the lead criterion:

Interview Information
Interviews will take place via Microsoft Teams and are due to be held during week commencing 13th April 2026 when you will be assessed against the advertised behaviours.
