About the team

As part of the Waste Management Unit, fulfilling the statutory duties of a waste disposal authority, the Recycling Centre service in Hertfordshire receives c1.5million visitors each year and handles c80,000 tonnes of household waste across a network of 16 Recycling Centres.

About the role

In this role, you’ll embody our commitment to public service, sustainability, and operational excellence—taking on a range of responsibilities that make a meaningful impact every day including:

  • Leading and inspiring remote teams across multiple sites.
  • Driving high standards in health & safety, environmental compliance, and customer service.
  • Conducting regular site visits, inspections, and hands-on support.
  • Managing complex public inquiries, complaints, and incident investigations.
  • Championing recycling, waste reduction, and reuse initiatives.
  • Making informed decisions on behalf of senior management—especially during weekends.
  • Tackling misuse of public services to protect taxpayer value.
  • Solving operational challenges with creativity and initiative.
  • Managing infrastructure, equipment, and contractor relationships to ensure seamless service delivery.

About you

As someone engaged in ensuring a compliant and positive working environment across a diverse and dispersed front line team everyday will present different challenges. Working closely with different members of the Recycling Centre and Reuse Team, the Waste Management Unit and colleagues from across HCC you will have the opportunity to help deliver and shape a service that many residents rely upon as well as helping the Council protect the environment for future generations.

Essential criteria:

  • Proven experience in leading and motivating remote teams, ideally across multiple operational sites.
  • Outstanding team communication skills, with the ability to foster collaboration, deliver clear messaging, and build strong working relationships.
  • A proactive approach to staff engagement, performance management, and conflict resolution.
  • A commitment to high standards in health & safety, environmental compliance, and customer service.
  • Confidence in handling public complaints, enquiries, and incident investigations with professionalism and empathy.
  • Ability to make independent, informed decisions, especially during weekends and out-of-hours operations.
  • Passion for championing recycling, waste reduction, and reuse initiatives.
  • Creative problem-solving skills to tackle operational challenges and improve service delivery.
  • Experience managing site infrastructure, equipment, and contractor relationships.

Desirable criteria:

  • Hold the Certificate of Technical Competence.
  • Health and safety management qualification
  • Waste management experience (advantageous).

Driving required
