Interventions, Sanctions and Compliance (ISC) is part of Immigration Enforcement and is responsible for encouraging compliance within the immigration rules as part of the overall enforcement effort to tackle illegal migration and those who help to facilitate it.

The Civil Penalty Compliance Team (CPCT) forms part of the ISC.

Job description

This Team Leader role offers an excellent professional development opportunity within a high-paced environment. We will give you full and comprehensive training which will enable you to carry out this worthwhile and varied role. You will work as part of our Workflow team, providing support to our Casework areas to progress civil penalty cases, including appeal and debt cases.

The successful candidate will have line management responsibility where you will undertake the full range of HR responsibilities, accurately reviewing output and productivity against key performance indicators, and providing fair and balanced feedback. You will use coaching skills to develop your staff, providing sound technical advice and support through welfare check-ins.

Key Responsibilities (list is not exhaustive)

  • Ensuring the team delivers improved performance and resource savings, building on a successful continuous improvement programme for the team in line with ministerial ambitions and the Borders, Asylum and Security Bill.
  • Leading the day to day operational and performance management of individuals, providing operational management to ensure that a modern, efficient, and professional service is delivered within agreed customer service standards.
  • Effectively leading and managing, ensuring accountability and quality of work of those within your team and presenting progress and success to the CPCT management team.
  • Applying HR policies accurately and appropriately to ensure that caseworkers are supported through issues of attendance, performance, and conduct.
  • Supporting and implementing the development of new initiatives and workstreams.

Working Pattern

This role is available on a full-time basis with the option of compressed hours working. This role is also suitable for part-time working hours, with a minimum requirement to work 30 hours per week due to business requirements.

There is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, and this could change depending on operational business needs.

Please be aware that car parking may not always be available for this location.

Essential criteria

  • Ability to prioritise workloads and resources accordingly.
  • Be flexible, organised and able to deliver under pressure.
  • Be able to quickly adapt to and handle unexpected changes to priorities and procedures.
  • Confident using Microsoft 365, particularly SharePoint, to store, track and organise project documentation.
  • Be a confident communicator with excellent written and verbal communication skills.
  • A strong ability to take a methodical approach to decision making and problem solving.
  • Willingness to develop line management skills and experience.

Desirable criteria

  • Experience of using Home Office Case Management systems.
  • Previous line management experience.

Selection process details

We will endeavour to conduct the selection process in line with the dates indicated below, but cannot guarantee that these will not, where necessary, be revised.

As part of the application process, you will first be asked to confirm your eligibility by providing some basic personal information.

After submission of this first stage, you will be invited to complete the followingCivil Service Management Judgement test.

  1. Online Test – by 30th March 2026

If you successfully pass thetest, you will be invited to complete the full application form. Please complete the online test as soon as possible (within 24-48 hours is recommended). If you fail to complete the online test or full application before the deadline, your application will be withdrawn.

Guidance for the Civil Service test will be available when you are invited to take the test. The online tests is accessed via the Civil Service Jobs website.

You cannot complete the test on a mobile phone or tablet.

Our online test supplier will be performing scheduled maintenance between 12:00 - 13.00 and 16:00 - 00:00 on 29/03/2026. You will be unable to access tests during this period.

If you are in the middle of a test when the maintenance begins, your progress will be paused. You will be able to resume your test from where you left off via your application centre once the downtime has ended. Please note that you will not be able to launch any new tests while the system is offline.

Following successful completion of your test, you will then be asked to complete the full application form.

2.Application – by 30th March 2026

As part of the application process, you will be asked to complete:

  • Personal Statement (maximum 500 words).
  • Evidence of the Behaviour 'Leadership' (maximum of 250 words per Behaviour).

The Personal Statement should be aligned to and demonstrate how you meet the skills and experience set out in the essential criteria, detailed in the job description.

3.Sift – week commencing 30th March 2026

The sift will be held on the Personal Statement and Behaviour 'Leadership'.

Should a high volume of applications be received, an initial sift will be conducted on the Personal Statement . Candidates who pass the initial sift will then be progressed to a full sift that will consist of all the remaining elements submitted Lead Behaviour 'Leadership'. Candidates who fail to meet the minimum pass score for the initial sift will not have their remaining submitted elements scored and will only receive a sift score for that assessed at the initial sift.

4.Interview – week commencing 20th April 2026

If you are successful at sift stage, you will be invited to an interview that will be Behaviours (as listed in the job advert) and Strength based questions. All behaviours listed in the selection process will be scored at the interview.

The interview will take place via MS Teams.
