Job summary

The Ministry of Defence, Civil Service workforce is diverse, with many different functions and professions ranging from cyber and digital transformation, police officers, security guards, trainers, human resources, teachers, psychologists, storekeepers, and policy secretariat staff to support the British Army.

The Allied Rapid Reaction Corps (ARRC) is a rapid reaction force maintained by NATO. It is capable of deploying a High Readiness Force Headquarters at short notice for operations and crisis response.

This position is advertised at 37 hours per week.

Job description

The focal point for civilian workforce services within the ARRC. You will be supporting the stakeholders, including senior leaders in delivering an affordable, efficient workforce structure to subordinate formations within the ARRC Corps Troops structure. Exercising functional leadership across the ARRC Workforce Services team. Responsible for providing assurance and oversight of the application of both policy and process. Provide governance, analysis and management information to enable effective management of the non-military workforce by commanders and line managers at all levels of the ARRC Corps Troops structure.

Key responsibilities:

Resourcing

  • Provide the lead for all non-military resourcing matters across the directed business area.
  • Responsible for managing the delivery / application of workforce controls across the directed business area.
  • Responsible for identifying/advising on the most appropriate means of filling funded vacant positions.
  • Responsible for oversight of Civil Service Recruitment activity by line managers.
  • Responsible for oversight of displaced staff and ensuring correct and timely actions by line managers.
  • Provide advice and guidance to line managers regarding obtaining necessary authorities for changes to individual terms and conditions, including changes to conditioned hours or location, and for temporary arrangements such as temporary promotion, expressions of interest, loans or secondments.

Engagement

  • Lead on Civil Service Workforce communication and engagement activity.
  • Work in partnership with HRBP (HR Business Partners) and Army Civilian People Team (ACPT) to support change programmes and initiatives.
  • Coordinate and enable the delivery of People Survey, providing analysis and recommendations in response to the survey, and working with stakeholders to formulate SMART action plans.
  • Working in partnership with HRBP / ACPT, ensuring positive relationships are maintained.
  • Champion and Lead health, wellbeing, diversity and inclusion initiatives. Supporting line management and enhancing their capability.
  • Proactively seek to educate the civilian workforce and line managers on business processes / policy.

Reward and Recognition

  • Lead on Civil Service Reward and Recognition activity across.
  • Have oversight of the Thank You Scheme award nominations / budget across ARRC Corps troops.
  • Have oversight on quarterly In Year Reward Scheme Panels, ensuring each Panel is supported by a Workforce Services Manager as an adviser and Approving Authority.
  • Ensure the Civil Service total reward package is understood and promoted across the business, enabling an improved understanding and utilisation of reward and recognition by line managers.

Learning and Development

  • Lead and champion learning and development opportunities across the directed business area.
  • Lead on promotion of Learning and Development Opportunities.
  • Working in partnership with the HRBP/ACPT identify and manage opportunities for apprenticeships and wider development activity. Supporting the identification and development of talent.

Workforce Management

  • Working in partnership with the HRBP, take a leading role within workforce management activities across the directed business area.
  • Proactively cleanse MyHR and monitor workforce baseline(s).
  • Lead on assurance and compliance activity against Civ HR Policies.
  • Lead on assurance of civilian workforce pay, allowance and claims.
  • Lead on activity to support conduct and behaviour / redundancy mitigation / casework.
  • Support the production and delivery of Strategic Workforce Plans.
  • Provide support to HRBP / ACPT with the delivery of workforce management activities / initiatives.

Line Management

  • When assigned a team take responsibility for leadership, functional development and management of the team members.

Person specification

Essential skills required:
  • Demonstrable experience of working in either an HR or Business Management role.
  • Demonstrable effective line management experience.
  • Exceptional organisational skills with an eye for detail and the ability to work to strict deadlines, demonstrating an ability to prioritise workload and work on multiple tasks at one time.
  • The ability to engage and communicate with colleagues and stakeholders at all levels, maintaining professionalism at all times. This should include the ability to draft reports and undertake effective presentations.
  • An adaptable team player, with experience of working collaboratively, but comfortable when working alone, with minimal direction.
  • Good skills using Microsoft Office applications, in particular Word, Outlook, Excel, Teams and SharePoint.
