About the Role
We wish to appoint to the role of Skills Programme Manager to cover a secondment for an initial period of 12 months, with an option to extend for a further year to 30 September 2026 (subject to confirmation of funding).
Skills Bootcamps funding provide flexible courses of up to 16 weeks for adults aged 19+ living or working in the Liverpool City Region. Our aim is to help employers and participants to find jobs in the Liverpool City Region and help employers upskill their employees in growing sectors such as Engineering & Manufacturing, Construction, Life Sciences and Early Years to meet their skills needs. Based in the Investment and Delivery Directorate and reporting to the Lead Officer Skills Programmes, this role will provide leadership to the established Skills Bootcamps team - which includes 6 Skills Brokers and a Team Leader - in the successful delivery of the current £11m wave 5 programme, including preparation for the development and implementation of wave 6 from April 2025 (subject to funding confirmation) and future waves as appropriate. We are grant funded annually to deliver these locally on a financial year basis from the Department for Education and run a Dynamic Purchasing System approach to procurement of opportunities through regular tenders.
About the person
We are seeking an individual with significant experience of programme and performance management, able to provide operational oversight of large or complex projects, ideally within the public sector. Applicants will have direct experience of commissioning and procurement of skills programmes and managing a team to support programme delivery.
Experience of understanding employer skills needs and supporting in the development of programmes to meet skills gaps is essential, as is experience of working with and managing training providers. The applicant must be able to demonstrate how they are effective at building relationships with multiple stakeholders such as sector boards and government departments.
