About the Role
This is an exciting opportunity to be part of our Traffic, Transport & Parking Team as a Senior Engineer: Traffic Management Orders and Network Duties. In this role, you'll be primarily responsible for leading on the composition and proofing of permanent and experimental traffic management orders. Experience with map-based systems is required, ParkMap is the current system in use at LBH. Experience of evolving TMO's processes to a fully map based arrangement is preferable as the current arrangement is paper and map based. There is direct line management responsibility of the Traffic Order Writer and so supporting and developing their role is required. Additional scope within this role will be to assist in the development, implementation and evaluation of local and strategic highway improvement schemes and opportunities to develop your skills in people management, traffic engineering and project management will be provided.
About the Team You’ll Be Working In
You will be working as part of the Council’s Capital Projects & Network Management team, where you will be part of a multi-disciplinary project teams that breaks down departmental barriers to ensure the delivery of transformational projects that support achieving the Council’s corporate and transport objectives.
About You

Knowledge and Experience:
1. Extensive experience in drafting, proofing and processing of experimental and permanent traffic management orders, special events notices and temporary traffic orders in accordance with all legal and statutory requirements, primarily without supervision.
2. Experience in managing works programming and forward planning.
3. Experience in successfully dealing with multiple stakeholders.
4. Knowledge and understanding of relevant legislation/statutory powers and duties, and codes of practice which affect the work of the section and adapt to changes.
5. Experience in transforming paper and map-based orders into fully mapped based platforms.
6. Experience of managing and motivating staff ensuring clear performance management.
Skills and Abilities:
1. Proficient and advanced use of map-based inventory for parking and moving traffic regulations i.e.ParkMap, Appyway.
2. Detailed knowledge and understanding of Traffic Management Order and Temporary Traffic Regulation Orders and the processes involved.
3. Ability to investigate and design a traffic management proposal in accordance with all statutory regulations and best practice guidance.
4. Ability to manage budgets and financial information primarily without supervision.
5. Excellent written communication skills; an ability to prepare reports, programmes and to provide high quality relevant advice to other officers, Councillors, public, and other key stakeholders.
6. Competent with a variety of IT packages including ParkMap, Microsoft Office applications inc. MS Project, AutoCAD and GIS skills are desirable.
7. Ability to help train and motivate staff members reporting to the role.

Qualifications:
Relevant technical qualifications, HNC/HND/Degree, or equivalent experience.
