About the Role:
Harborough District Council are looking to appoint a highly motivated and committed individual to join our Community Partnerships Team as a Senior Grants Officer and be a driving force in enhancing community health and wellbeing.
In this impactful role, you’ll secure funding from new housing developments, ensuring the creation of high-quality, sustainable community and sports facilities. This is an exciting opportunity to lead projects that bring vibrant spaces to life, directly benefiting local communities and enhancing their quality of life.
As Senior Grants Officer, you’ll provide guidance on grants to parishes and community groups, manage the Section 106 (S106) grant funding process, and engage with key stakeholders. This role is ideal for a proactive individual with a passion for community development, grant management, and strategic planning.
Key Responsibilities:
- Community Planning Advocate: Assess new housing developments to determine the need for community facilities and ensure they align with community growth and wellbeing goals.
- Facility Specialist: Review large developments to evaluate requirements for new indoor community and sports amenities.
- Future-Needs Forecasting: Analyse and predict future needs for sports halls, community centres, and other indoor venues, shaping policy to support community health and engagement.
- Impact Reporting: Produce detailed reports to influence decisions that enhance local wellbeing.
- S106 Funding Management: Drive S106 funding delivery for vital projects, collaborating with parishes, schools, and sports organizations.
- Funding Recommendations: Oversee funding applications, preparing in-depth reports and recommendations for Council committees.
- Stakeholder Collaboration: Engage with developers and stakeholders to adapt S106 agreements to meet evolving community needs.
- Project Compliance and Monitoring: Ensure all projects meet compliance standards and are completed on time.
- Equality and Safety: Promote a safe, inclusive environment aligned with Council policies on equality, health, and safety.
- Adaptable Team Support: Take on varied tasks as needed to support Council goals and community initiatives.
About You:
Qualifications and Experience:
- Educated to degree level or possess equivalent work experience.
- Experience in a legislative or regulatory environment (e.g., development control, legal services).
- Familiar with budget monitoring and community engagement.
- Experience with capital or revenue projects as a funder or provider.
- Proficient in managing grant funding applications, stakeholder engagement, and compliance issues.
- Knowledge of Section 106 agreements and the Community Infrastructure Levy regulations.
- Understanding of Council policy documents, such as Local Plans and supplementary planning documents.
Skills and Attributes:
- Strong financial management and organisational skills.
- Skilled in negotiation with stakeholders (e.g., developers, agents, and community organisations).
- Strong analytical and problem-solving abilities.
- IT proficiency for report production and project tracking.
- Effective written and verbal communication skills, able to convey information persuasively to varied audiences.
- Professionalism fostering trust and cooperation across all partners.
Valid UK Driving License (Essential).
