The EYs SEND Team work collaboratively and flexibly with colleagues within HCC and local Partnerships, to ensure high quality support/advice is available to meet the needs of children in Early Years Settings. As part of the county wide strategic plan 'Making SEND everybody's business', the Early Years SEND Team play an integral part in supporting SEND statutory functions. Playing a pivotal role in the journey of our early years SEND children and their families, the service aims to provide timely, well informed, effective and personable support.<br><br>The Early Years SEND Service Manager will work closely with the EYs Statutory SEND Team and the EYs Lead Teachers under the direction of the County Lead for Early Years SEND. The EYs SEND Service Manager will lead and support the Senior EHCCo's and EYs Specialist Development Centre teams.<br><br><b>About the role</b><br><br>To strategically manage and operationally monitor the EYs Statutory SEND Team in overseeing the EHCP annual review process, under the direction of the County Lead for Early Years SEND.<br><br>To ensure practice is fully complaint with statutory duties as outlined in the Children and Families Act 2014 and associated Regulations and Code of Practice. To advise on statutory processes, complex cases, analyse and report on data to inform targeted support.<br><br>To lead on the delivery and operational management of the Early Years specialist support through the Early Years Specialist Development Centres, under the direction of the County Lead for Early Years SEND.<br>Effectively manage the budget of the Early Years Specialist Development Centres, working with the County Lead for Early Years SEND to monitor and evaluate spending to ensure maximum impact and best value are achieved.<br><br>To directly line manage the Senior Education, Health and Care Coordinators (EHCCOs), Early Years Specialist Development Centre Advisory Teachers within the team and oversee management of other employees managed by direct reports (EYs EHCCOs and EYs Inclusion Specialists).<br><br>To coordinate performance data for Early Years SEND, alongside partners across HCC and external services, and use this to evaluate and inform service delivery, under the direction of the County Lead for Early Years SEND.<br><br>To work collaboratively and flexibly with colleagues both within HCC and across external services to promote early intervention, assessment and high-quality inclusive practice, to meet the needs of children in Early Years settings.<br><br>To lead on the quality assurance of Education, Health and Care Plans in the Early Years, under the direction of the County Lead for Early Years SEND.<br><br>To support the delivery of Early Years SEND/HCC strategic objectives by leading on projects, under the direction of the County Lead for Early Years SEND.<br><br>To support the LA's statutory duty to ensure there is sufficient inclusive childcare provision for those parents who wish to use it.<br><br><br><b>About you</b><br><br><strong>Essential:</strong><br>• Significant experience and knowledge of the SEND Statutory Processes and legislation. <br>• Significant experience and knowledge of the Early Years Foundation Stage (EYFS).<br>• Educated to degree level with evidence of relevant professional qualifications and/or further studies in the field of Early Years, SEND and Education. <br>• At least 3 years senior leadership experience with line management responsibilities.<br>• At least 5 years experience leading or teaching in an Early Years Setting, specialist SEND setting, mainstream setting or working in a Local Authority Statutory SEND team.<br>• In-depth knowledge and understanding of the SEND Code of Practice and best practice in relation to meeting the needs of children (aged 0-7) with SEND.<br>• Ability to use data and performance measures to evaluate practice, evidence outcomes and identify areas for development. <br>• Commitment to promoting equal opportunities and diversity.<br>• Excellent communication and technology (ICT) skills.<br>• Ability to prioritise work within a multi-professional team reflecting service priorities.<br>• Ability to travel independently - current driving licence.<br><br><strong>Desirable:</strong><br>• Hold relevant additional qualification in a specialist area e.g. Early Years SEND, Autism, SpLD, SLCN, PNI, National SENCO Award etc.<br>• Knowledge and experience across a range of Early Years settings, such as PVI's, maintained nurseries and schools.<br>• Knowledge of EYs childcare entitlements, Early Years Inclusion Funding and relevant legislation. <br>• Experience supporting children with complex SEND needs. <br>• Experience in supporting families of children with complex SEND needs. <br>• Experience of working in partnership with a wide range of professionals and services such as Health, Social care, Family Centres, DSPL SEND Leads and Managers.<br>• Experience in problem solving, finding resolutions and supporting a team to manage complex cases. <br>• Experience of overseeing a budget and reporting on data.<br><br>This is an exciting time to join the Early Years SEND Team as we continue to evolve and develop our service to ensure we are delivering an effective and responsive early years SEND offer.
