Job Title: Commissioning Officer
Starting Salary: £41,511 progressing to £45,718
Hours: 37.0
Location: Hertfordshire
Contract Type: 12 months fixed term contract covering maternity leave
Directorate: Community Protection
About the team
From January 2024, the Commissioning Services and Service Delivery Team will consist of 16 colleagues with responsibility for commissioning a range of public health services from external and internal providers. We also provide the department with a project management function and are responsible for managing a wide range of transformational programmes.
About the role
This is an exciting opportunity within Public Health service, supporting a variety of functions relating to improving health outcomes across the local population. The department commissions a range of essential services from public, private and third sector organisations, and we have developed quality assurance approaches for ensuring that services deliver safe and effective services.
The Public Health team is seeking to recruit a highly motivated Commissioning Officer to work with the Commissioning Manager on the procurement and monitoring of various public health contracts including primary care, health protection, services and interventions, and public health databases.
You will work within the Commissioning and Contracts Team where you will get a good understanding of the range of services commissioned by Public Health, together with the procurement process, contract monitoring and quality assurance processes, and contract development and administration. The role will require proactive and effective joined up working with a range of departments and colleagues across the County Council including Children Services, Adult Care Services and Community Protection, as well as district and borough local authorities and commissioned providers. The role will also need to work with other organisations that commission health and care services, including NHS partners.
The successful candidate will work both autonomously and as part of a wider team and will contribute to strategy delivery plans, advising on best practice and providing input on service design.
About you
You will be able to demonstrate the necessary skills and expertise to develop and maintain robust links with partners and be able to involve stakeholders in service development. A background in commissioning/contract management, particularly within a Local Authority, is desirable, as are service development and project management experience.
The role will be challenging and varied, so you'll need to demonstrate a flexible and adaptable approach, be able to resolve issues and problems, ensure that tasks are completed to a high standard, and that deadlines are met. You will also need a can-do attitude and the ability to fit into and work as part of well-established team.
You will be highly motivated, able to use your initiative when appropriate, and have a proven track record of working effectively in busy roles. You will have the flexibility to work on a variety of different tasks at any one time, prioritise your work and manage tight deadlines. Patience, precision and accuracy will be important requirements.
You will be a proficient user of Microsoft Office including Word, Excel and Outlook and be confident in learning to use new IT systems and equipment quickly and easily.
We'd particularly welcome an application if you've got experience of working within NHS commissioning, contract management, or quality and safety monitoring. We'd also welcome applications from existing HCC employees or colleagues within NHS organisations or service providers who would be interested in a secondment opportunity.
