We are seeking an individual to lead our Compliance team in our newly formed Compliance service within Building Services of the Housing, Neighbourhood and Building Services Directorate. The role will have responsibility for ensuring that the Council meet its statutory compliance duties to its stock of nearly 17,000 HRA residential dwellings and 900 corporate assets. The post holder will be responsible for management of teams undertaking compliance activities in relation to; •	Gas servicing and repairs •	Asbestos management •	Water quality •	Building Health and Safety •	Lift servicing and repair •	Mechanical &amp; electrical servicing and repair The role will also assume responsibility for ensuring policies and procedures are in place across Building Services and that they are implemented so that statutory responsibilities are met with the safety of residents, members of the public, staff and our buildings being maintained. The role will hold responsibility for the overall management of all mechanical and electrical servicing and repair contracts, ensuring that contracts are suitably procured and managed, delivering a high service and providing value for money. Skills: The ideal candidate is someone who will: 1	Have a relevant property related degree and be a Chartered Member of the RICS / CIBSE / CMIOSH or other relevant professional body with post Chartership experience. Where candidates are not Chartered or hold lower qualifications, they should be able to demonstrate substantial relevant experience in a similar role. 2	Preferably have a relevant Health and Safety qualification such as an IOSH Certificate or Diploma. 3	Have an excellent working knowledge of relevant compliance legalisation and guidance, with specific regards to The Control of Asbestos Regulations 2012, Health and Safety at Work etc. Act 1974, Lift Regulations 2016, Gas Safety (Installations and Use) Regulations 1998, The Building Regulations and relevant Approved Documents. 4	Have experience of preparing and developing strategies, policies and guidance documents to ensure compliance with statutory functions. 5	Have excellent technical knowledge of compliance areas within the scope of the role, being able to provide professional advice to others. 6	Have knowledge and experience recording and analysing compliance data on relevant compliance IT systems, using measures to monitor performance and inform service improvement. 7	Have experience of leading and managing teams and services, including continual improvement of both staff and service delivery. 8	Have experience of procurement and management of strategic service contracts, ideally with knowledge of the NEC4 Term Service Contract suite. 9	Have experience of managing significant budgets including monitoring and cost control techniques to ensure services are delivered within available budgets. 10	Experience of managing significant change within an organisation, ensuring that adequate resources are in place and that plans are clearly communicated with staff and key stakeholders to ensure understanding and successful implementation. 11	Experience of working with and communicating with a wide range of stakeholders including Directors, Assistant Directors, and other senior staff across the council and external organisations, undertaking presentations and leading meetings as appropriate. 12	Personally demonstrate, develop and lead your service in accordance with the value and behaviours set out in the PCC Behaviour Framework. 13	Have a driving licence and provide a car for work to be able to effectively travel to assets as necessary.

We are looking for an experienced, knowledgeable and enthusiastic individual to play a key role in managing the Building Safety function across high risk properties within WCC’s housing portfolio to ensure full and auditable compliance.&nbsp;
As Building Safety Manager, you will be responsible for the management of the Building Safety Work streams on blocks/ schemes assigned to you, and related projects including project planning, preparing project briefs and assisting with the management of the Building Safety programme. You will assist with the implementation of the council’s Building Safety strategy ensuring buildings and services meet the needs of the people who live &amp; work in them.
The role of Building Safety Manager will include:

<li>Ability to acquire/collate all relevant “Golden Thread” information and lead on the production, updating and submitting of the safety case report that comply with the requirements of The Building Safety Act 22.</li>
<li>Ability to be a technical authority on all aspects of building safety to support the wider business&nbsp;</li>
<li>Ability to manage a program of audits and inspections ensuring safety case is always current based on review dates.&nbsp;</li>
<li>Identify, monitor and assess building safety risks in the building, including by working with internal fire and compliance teams</li>

We are looking for a person to join the Design Team as a project architect to support the Capital Projects Service in the delivery of the Council's construction programmes. Candidates must be enthusiastic, good communicators and have excellent attention to detail, being able to manage multiple demands and workstreams arising from the service. What is the role? Sitting within the Housing, Neighbourhoods and Building Services directorate, you will be directly reporting to the Senior Architect and supporting the Team Leader and Principal Architect in the delivery of the Council's capital projects. The design team is a multi-disciplinary group including architects, structural engineers and landscape architects. We work closely with the building surveyors, quantity surveyor, and mechanical and electrical engineers within Capital Projects. The service uses both internal and external consultants as required to deliver project outcomes. The design team is a team of experienced and committed professionals who have gained a reputation for delivering high quality, sensitive, good value and thoughtful design solutions to meet our client's brief requirements. Most of our work comes from within the Authority, but we do also work with external clients such as the NHS, charities and Multi Academy Education Trusts. Our clients are drawn from across the organisation and include Children, Families and Education, Housing Neighbourhood and Building Services, Cultural, Leisure and Regulatory Services, Adult Social Care and Economy Transport and Planning. Our work can range in size from approximately £100K to over £10m and is procured traditionally or via a design and build route depending on our client's specific requirements. We use the suite of Autodesk products with Revit being our preferred software, Adobe Creative Suite and the Microsoft Office applications are also used by the team in their day-to-day roles. Four of our architects are Certified Passivhaus Designers and we use these principles as far as possible in our housing project. We are seeking a HRA Building Safety Manager to join the Compliance Service within Building Services of the Housing, Neighbourhood and Building Services (HNB) Directorate. The role will have responsibility for managing the Building Safety Team, ensuring the team delivers on critical areas of building safety and fire safety for both the Housing Revenue Account (HRA) and General Fund (GRA) assets. The building safety activities managed by the team are diverse and focus on activities arisen from the requirements of the Building Safety Act 2022, Regulatory Reform Fire Safety Order 2005, Fire Safety (England) Regulations 2022 and the Social Housing (Regulation) Act 2023. Candidates must be enthusiastic, good communicators and qualified Building Surveyors with extensive experience of providing a range of building surveying professional services, assisting with the creation of fire remediation programmes and managing consultant and building projects to both housing and corporate assets. Skills: 1.	Have extensive project management / delivery knowledge, a degree qualification in a relevant building surveying or construction related subject and have or working towards RICS or CIOB member status. Where a professional qualification is not held, candidate is to have extensive knowledge and experience in the area. Have or be willing to obtain a Level 6 Diploma in Building Safety Management. 2.	Motivate and inspire team members to continually improve both themselves and the services they provide. Undertake line management functions for direct reports, this includes regular 1-2-1's, team briefs, absence, conduct and performance issues. Undertake reviews into the structure and resources of services working with HR colleagues to ensure that all legislative and corporate policy requirements are met. 3.	Work with Councillors and the administration to plan and prioritise specific projects ensuring engagement and understanding of the fire remediation capital programme. 4.	Have a proven track record of managing and leading a team managing building projects and consultants. 5.	Have extensive knowledge of building design and building construction technology including fire and building safety elements and be able to advise or coach others. 6.	Have extensive knowledge of building related legislation and application. Specifically, the Building Safety Act 2022, Fire Safety Act 2021, Fire Safety (England) Regulations 2022, building regulations, planning policy, party wall act, fire safety, with the ability to advise others to ensure processes within the team comply with the legislation. Have a thorough understanding of the Building Safety Act 2022 and the Social Housing (Regulation) Act 2023. 7.	Have extensive knowledge of contracts, contract law and guidance including their application and administration. Specifically, to include a range of contracts within the JCT and NEC contract suites both for works and consultant contracts, with the ability to advise others regarding contract management. 8.	Have good knowledge, experience and be able to apply construction related health &amp; safety legislation generally including advising others. Specifically, the CDM Regulations 2015 and asbestos at work regulations, with the ability to advise others and ensure processes within the team comply with the legislation. 9.	Experience of developing a team of property professionals including recruitment and management of relevant professional development programmes. 10.	Experience of managing and leading substantial complex projects with multiple external consultants from feasibility, procurement, contract administration until practical completion. 11.	Relevant knowledge to develop the building safety programme alongside resident engagement strategies through an understanding of customer demand incorporating consultation with our residents, stakeholders, Ward Cllrs and the Administration. 12.	Have relevant knowledge and experience to apply cost control and budget management techniques managing budgets of approximately £5m per annum. Be able to interrogate, analyse and evaluate stock data, project information and repair details providing updates to government agencies as required. Being able to manage the Building Projects Database, ensuring consistency and quality of recording of information. 18.	Be organised and methodical when managing resources available, including allocating workloads to technical staff, to provide the service. 19.	Be an excellent communicator and assertive as necessary ensuring excellent working relationships are maintained. Be able to engage with resident groups regarding building safety and investigate complaints. 20.	Demonstrate confidence and skill to effectively deliver engaging presentations that are tailored to the understanding of the audience. 21.	Have a full driving licence and provide a car for work, as you will be visiting sites across Portsmouth and surrounding areas so will need to travel effectively between them.
