Job Title: Waste Partnership Manager Starting Salary: £70,027 progressing to £77,579 per annum - pay award pending Hours: 37 Location: Stevenage - some travel across the county will be required Contract Type: Permanent Directorate: Growth &amp; Environment<h4>About the team</h4>The Hertfordshire Waste Partnership (HWP) was formed in 1992 bringing together the ten borough and district councils in their capacity as waste collection authorities and the county council as Hertfordshire’s waste disposal authority (referred to as the ‘partner authorities’) and is one of 50 such partnerships throughout the UK.The HWP makes recommendations about the long-term development of waste services in pursuit of targets, objectives and principles detailed in the Hertfordshire Waste Partnership Agreement and in response to legislative changes, such as those being implemented as part of the Government’s Resources &amp; Waste Strategy.The HWP unit is jointly funded by the partners and employs a Partnership Manager and a Partnership &amp; Policy Officer. ‘WasteAware’ is the public face of the HWP and concentrates on changing ‘waste behaviour’ by focusing on the 4Rs: reduction, reuse, recycling and recovery. With emphasis on actions before waste is generated the HWP is working to reduce the amount of waste that needs to be recycled or disposed of.In 2016 the HWP’s remit was expanded to cover operation of the award-winning Hertfordshire Fly Tipping Group, a multiagency task force which, in addition to Hertfordshire’s local authorities, also includes the Office of the Police and Crime Commissioner, the Hertfordshire Constabulary, the Environment Agency and the National Farmers’ Union.<h4>About the role</h4>This senior post leads programmes of work to develop both the Hertfordshire Waste Partnership (HWP) and the Hertfordshire Fly Tipping Group (FTG) with an emphasis on joint working solutions to common problems to arrive at multi agency solutions where possible with a heavy emphasis on securing efficiencies and added value.As such the post holder works at numerous stages with high levels of personal responsibility and accountability supporting colleagues ranging from frontline officers working directly on service delivery up to and including Heads of Service, Directors, Chief Executives, Portfolio Holders and Council Leaders.You will also:<ul><li>Manage a programme of integrated work to harmonise contracts for collection, recycling/composting, treatment and disposal of waste through better procurement and integrated contract management. This also includes leading discussions over joint decision-making by the 11 local authorities, including the formation of new governance arrangements for Hertfordshire liaising with senior officers and elected Members.</li><li>Responsible for the operation and membership of the Hertfordshire Fly Tipping Group, including the facilitation of the quarterly meetings, production of the relevant agendas and supporting papers, as well as designing, implementing and monitoring the annual work programme.</li><li>Responsible for providing effective support, communication and co-ordination between other officers and Members in the county council and the 10 borough and district councils. This includes providing advice on the interpretation of the HWP’s constitution and various Terms of Reference relating to the HWP’s meetings and democratic processes, using knowledge of those areas and employing political sensitivity.</li><li>Responsible for the work and performance of the HWP’s Partnership &amp; Policy Officer and linked to this Chairmanship of the HWP’s WasteAware team which is the main public face of the HWP responsible for the conception, design and delivery of the HWP’s public relations / behavioural change campaigns covering all aspects of waste management.</li><li>Responsible for ensuring proper and effective arrangements for a range of formal HWP meetings. This will normally include meetings of the main Member Group, the Directors’ Group and the Heads of Waste Group. Duties include the preparation of agendas, as well as the lead author on reports and minutes, liaison with attendees, organisation of the meeting, giving advice to the Chairmen and other Members and officers at the meetings.</li><li>Represent the Partnership to stakeholders including public and government agencies and commercial interests, promoting the aims and objectives of the Partnership and HWP waste strategy. This also includes representing the Partnership on all relevant professional groups including but not limited to the Chartered Institution of Wastes Management, the Eastern Waste Alliance, the National Association of Waste Disposal Officers, and the Waste Partnership Forum.</li></ul><ul><li>Responsible for providing senior level support as needed to each of the working groups that form part of the HWP with a particular focus on procurement work including tender preparation, promotion, assessment and post tendering reporting as well as being the lead officer responsible for the HWP’s risk register supported by appropriate reporting to all officer groups and the main HWP Member group with respect to proposed changes to the register.</li><li>Responsible for prompt and effective action following meetings to implement any decisions taken at those meetings and to deal with all correspondence relating to HWP matters.</li><li>Co-ordinate implementation of and continue to develop Hertfordshire’s Joint Municipal Waste Management Strategy ensuring action plans are followed, responsibilities allocated and performance kept under review</li></ul><h4>About you</h4>Essential <ul><li>A track record in programme management, including the ability to lead complex projects, to time and budget.</li><li>Experience of working in a politically sensitive environment.</li><li>Good level of knowledge and understanding of local government, its waste management functions and the general legislative framework in which it operates.</li><li>Ability to communicate effectively by a variety of means to difference audiences including politicians, government officials, senior colleagues, staff and the public.</li><li>Knowledge and understanding of the statutory responsibilities of other public and private sector organisations including district councils and the Environment Agency.</li><li>Strong commercial and political skills, including an ability to influence and negotiate with private companies, councillors and other public representatives.</li><li>Excellent communications skills, demonstrable in a variety of media and range of audiences</li></ul>Desirable <ul><li>A commitment to HCC’s values &amp; behaviours.</li><li>Experience of leading multi-functional teams, persuading and influencing others to produce results.</li><li>Ability to draw together resources for projects from a range of sources.</li></ul>We welcome applications from candidates who currently reside in the UK with established proof of right to work documentation.
