Communications Manager

Position: Communications Team Leader 

Location: Milton Park, Oxfordshire 

Job Type: Full Time, Permanent 

Hours: 37 hours per week 

Salary: £37,872 - £42,191 per annum

About the role: 

The Communications Manager will manage the councils’ communication’s team, services and activities to maximise publicity of the councils’ work, raise awareness of services and project positive images of the councils through all the media available. 


- Protect and maintain the corporate identity and brand of each council 

- Oversee the management of the councils’ media relations service, including the production of proactive press releases and effective handling of media enquiries 

- Oversee the management of the councils’ websites, shared intranet and social / new media services 

- Oversee the production of the councils’ internal and external newsletters 

- Lead, advise and motivate staff and councillors on communications activities and issues 

- Line manage the communications officers 

- Coach and mentor the communications team 

- Oversee the production and delivery of communications campaigns to ensure they are effective in achieving desired results, efficient and cost effective 

- Oversee the production and delivery of annual communications plans for services to ensure they are effective in achieving desired results, efficient and cost effective

- Support and undertake other duties as determined by the communications and grants manager 

- Provide communications support and advice to all services  - Manage and lead projects to improve services 

- Contribute to team and corporate work including helping to achieve the councils’ corporate delivery plans and reviewing the communication team’s ongoing work plans 

- Maintain effective partnerships and working relations with external organisations, partners and internal colleagues 

- Ensure both councils’ policies and procedures, particularly health and safety, equalities, customer care and data protection are embedded in the work of the communications officers 

- Promote corporate decisions and initiatives 

- Review communication policies and procedures to ensure they remain fit for purpose 


About you: 

- Professional qualification in PR or similar field at least diploma level, or equivalent level of relevant experience 

- Educated to at least A level standard, A Level English, or equivalent qualification or relevant experience 

- 5 GSCEs Grade A to C (to include Maths and English), or equivalent qualification or relevant experience 

- Considerable media relations experience 

- Proven experience in developing and delivering successful communications campaigns and plans 

- Experience of managing and leading projects 

- Considerable experience in copywriting for the web and newsletters 

- Excellent proof reading skills and eye for detail 

- Experience of managing staff 

- Experience in using content management systems 

- Excellent project management skills 

- Full driving licence and vehicle suitable for business use


  If you have the following experience or qualifications – it’s a bonus: 

- Degree in PR or similar field 

- Local government experience 

- Experience of using Photoshop and social media
