About the Role
At the London Borough of Hounslow, we have big ambitions. And our Housing and Tenancy Management Services are helping us realise these by transforming how we work for our residents. Right now, we’re looking for outcome-focused officers and performance-driven managers to fill our Housing Anti- Social Behaviour Team within Housing and Tenancy Services.
As an ASB Manager you are a frontline operational manager delivering a first class, modern and flexible service to some of the most vulnerable people in the Borough. You lead and manage a team of 6 Tenancy Sustainment Officers, to identify emerging issues, problems and needs, adopting a preventative and solution focussed response to ensure the needs of tenants are effectively met and are outcome focussed and creative in the way you achieve successful outcomes.
You have excellent knowledge and oversee the advice given by your team to ensure you are working to achieve the ultimate goal of tenants living safely and independently in their homes and on their estates and oversee case work to ensure adequate implementation of bespoke solutions are in place to complex problems.
You are highly motivated to support tenants, while effectively managing risks and challenging behaviour. You build up trusting relationships with tenants and professionals to work collaboratively to achieve individual outcomes for tenants while supporting the shared goals of the council.
You must be an experienced Tenancy Sustainment / Housing Assistant Manager or equivalent and passionate about making a difference. You’ll need to find common ground, seek different perspectives, and solve problems with an open and adaptable nature.
You are motivational and work well with a wide range of professionals to ensure the best possible outcomes can be achieved. You organise your team to be highly efficient and effective in their roles, balancing the need to work independently but collaboratively to meet current and emerging needs. You are proactive in reviewing and evaluating your own performance and acting on your own initiative to improve and develop. You lead, induct and train staff, clearly communicating the service objectives and ensuring a flexible approach to service delivery.
About the Team You’ll Be Working In
Line management of 6 Tenancy Sustainment Officers
To lead the Council’s operational response to incoming referrals made to the team across the Council.
To work with other managers and officers within Housing and Tenancy Services and where appropriate other departments to ensure services are integrated at the point of delivery and at the strategic planning level.
Represent the service corporately and with partners, providing leadership cover across Housing and Tenancy Management Services and deputising for the Tenancy Management as required.
Ensure safe working practices are adhered to that comply with legislation, regulations, policies, and procedures, identifying potential issues early and at source, taking decisive action to prevent and mitigate risks, including potential dangers associated with lone working with residents with complex needs and challenging behaviours.
Line management of 6 x Tenancy Sustainment officers to assist/ guide all Tenancy Sustainment Officers with their caseload of clients and provide a robust intensive housing management service in order to support the most vulnerable tenants to maintain their tenancy.
To have knowledge and expertise in managing cases such us: Domestic Abuse cases/ MARAC/ MAPPA/ Safeguarding/ Cuckooing/ Hospital discharges/ Offenders / Hoarding.
To lead, induct and train staff, clearly communicating the service objectives and ensuring a flexible approach to service delivery.
Oversee timely referrals to internal departments and external agencies and ensure common themes are identified and resolved to prevent recurring problems.
Manage workloads within and across teams to ensure resources are targeted in the right place at the right time and cross cuttings issues are identified with joined up solutions borough wide.
Keep up to date with key legislations, policies, and procedures, and maintain an expert awareness of issues that can cause legal, reputational, and financial risks to the council, taking action to mitigate or prevent risks arising and ensuring value for money service delivery.
About You
Key Responsibilities
1. You can provide effective leadership, support, and motivation to staff in the team, ensuring all staff are recruited, trained, managed, appraised and developed in accordance with internal and statutory procedures in an effective and sensitive manner.
2. Ensure that the Tenancy Sustainment officers are effectively trained to manage complex casework including legal processes and to offer case management support to Housing and Tenancy Officers and Tenancy Sustainment Officers..
3. To work proactively, flexibly and independently, being an expert problem solver and confident decision maker to seek out and implement bespoke solutions to complex issues, working in close partnership with Community Safety Team, Housing and Tenancy, Tenancy Sustainment Team, and Police.
4. To have good project management skills and good knowledge of housing and tenancy management.
