Location: Hybrid working but ability to travel across Hertfordshire if required

About the team

We work across the whole of Hertfordshire, supporting children, families, victims and communities. Our work focuses on improving outcomes for children while balancing the needs of victims and the wider community.

Youth Justice is a diverse, multidisciplinary service made up of professionals from a range of backgrounds and specialisms.

The purpose of this post is:

  • To lead performance, intelligence, research and data across the Youth Justice Partnership, developing data maturity and strengthening the effective use of information to improve decision-making and outcomes for children, victims and communities.
  • To lead the delivery of high-quality, evidence-based analysis, performance reporting, evaluation and thematic insight ((e.g. victims, offending profiles, and district trends), translating complex information into actionable intelligence that informs policy, strategy, service delivery and resource allocation.
  • To drive an evidence-informed culture across the Youth Justice Service and partnership, ensuring performance information, research and intelligence are used effectively to support Child First practice, continuous improvement, inspection readiness and partnership accountability.
  • To build and maintain strong and effective working relationships with senior stakeholders and partner organisations operating within the youth justice and children’s services arena.

By bringing together performance data, intelligence, research and emerging trends, this role will ensure that leaders and practitioners have access to accurate, timely and meaningful information. This will support better strategic and operational decision-making, helping the service to target resources where they are needed most and respond proactively to changing patterns of need.

About the role

This role will:

  • Provide strategic analytical leadership to the Youth Justice Service and partner agencies, transforming complex data, research and intelligence into clear insights, evidence-based recommendations and constructive challenge that drive service improvement and improved outcomes for children, victims and communities.
  • Lead the monitoring, evaluation and reporting of Youth Justice performance and outcomes, including reoffending, first-time entrants, use of custody, safety and wellbeing, victim engagement and disproportionality, ensuring emerging risks and opportunities are identified and acted upon.
  • Develop, maintain and continuously improve innovative intelligence products, dashboards and self-service reporting tools that enhance organisational capability, promote data-informed practice and support sustainable performance management across the partnership.
  • Lead the provision of analytical support for inspection, scrutiny and assurance activity, including HM Inspectorate of Probation inspections, self-assessments, thematic reviews and partnership governance arrangements, ensuring robust evidence is available to demonstrate impact and effectiveness.
  • Build and maintain highly effective relationships with senior leaders, strategic boards and partner agencies, acting as the service's lead advisor on performance, intelligence and insight, and influencing strategic priorities and resource allocation through credible analysis and evidence.
  • Provide expert analysis of need, demand, risk and disproportionality across the youth justice system, supporting partners to understand inequalities and develop targeted responses that improve outcomes for children and strengthen community confidence in local services.

About you

Essential:

Knowledge & Understanding

  • Strong understanding of performance management, intelligence-led practice and the use of data to drive continuous improvement in public services.
  • Knowledge of data governance, information sharing, data protection legislation and quality assurance principles.
  • Knowledge of research methodologies, evaluation techniques and evidence-based practice.

Experience

  • Proven experience of leading or developing data maturity, data strategy, or intelligence functions within a multi-agency or partnership setting.
  • Strong track record of delivering high-quality, evidence-based analysis and translating complex data into clear insights and actionable recommendations.
  • Experience of developing and implementing performance frameworks, dashboards, reporting solutions and self-service intelligence products that are sustainable and embedded in practice.
  • Demonstrable experience of working collaboratively with senior stakeholders across organisational boundaries, influencing decision-making and driving improvement.

Skills & Competencies

  • Excellent analytical skills, with the ability to interpret complex data and identify trends, risks, and opportunities.
  • Ability to communicate complex information clearly and effectively to a wide range of audiences, including senior leaders and non-technical stakeholders.
  • Strong leadership and organisational skills, with the ability to drive work programmes and deliver priorities in a complex environment.
  • Ability to design intuitive, user-focused data products and promote their effective and sustainable use.
  • Strong problem-solving skills and the ability to think strategically while maintaining attention to detail.
  • Proactive, innovative, and solution-focused, with a drive for continuous improvement.
  • Advanced spreadsheet and data analysis skills, including the use of Pivot Tables, Lookups and data modelling techniques, alongside the ability to produce high-quality reports and presentations for audiences at all levels.

Desirable

Knowledge & Understanding

  • Knowledge of the Youth Justice System, relevant legislation, statutory guidance and Child First principles.

Skills & Competencies

  • Experience using Microsoft Power BI to analyse, interpret and present data in a clear and meaningful way.
