<h4>Job summary</h4>This position is based at London<h4>Job description</h4><p>The Climate Change Committee is the independent expert statutory adviser to Parliament and the UK Government on climate change policy. It was created as a key part of the long-term legal framework set out in the Climate Change Act (2008). The Act sets a long-term target for 2050 (Net Zero, a 100% reduction in net emissions from 1990) and requires that carbon budgets (five-year caps on emissions) are set on a path towards the long-term target. The Act also requires that the UK assesses and responds to the risks that it faces as the climate changes. </p><p>The CCC has established itself as a high-profile, high-impact expert body in the analysis of climate change mitigation and adaptation. Its reports can be accessed from the CCC’s website: <a href="http://www.theccc.org.uk" target="_blank">www.theccc.org.uk</a></p><p>The CCC is comprised of two Boards (‘the Committee’ and ‘the Adaptation Committee’) and an analytical secretariat. The Committees have a distinguished membership of leading experts from the fields of climate change, science, engineering and economics: <a href="http://www.theccc.org.uk/about-the-ccc/the-committee" target="_blank">www.theccc.org.uk/about-the-ccc/the-committee</a>. The Committees are supported by a Secretariat of around 40 economists, operational researchers, scientists and other analysts. </p><p>The CCC was the first body of its kind in the world and brings together different strands of expertise from its members, from government, the research community and business. It draws on existing information and undertakes its own analysis to provide expert advice to Ministers and to Parliament. It is required to give advice to Ministers on climate change matters covered by the Climate Change Act and on an ad-hoc basis as and when requested. </p><p>Job description </p><p>This role will join the Carbon Budgets team, within the CCC’s secretariat. This team is responsible for leading and coordinating the analysis carried out by our specialised teams (including energy supply, transport, buildings, agriculture, and industry), to provide advice on <a href="https://www.theccc.org.uk/publicationtype/0-report/03-carbon-budget/" target="_blank">carbon budgets</a> and <a href="https://www.theccc.org.uk/publicationtype/report/progress-reports/" target="_blank">monitor progress</a> on the path to Net Zero across the UK. The overarching nature of the team means that the role will provide an opportunity to gain a broad understanding of the range of social, political, and technological solutions required to address climate change. </p><p>There are two core responsibilities to this role: </p><ol><li>Model redevelopment</li></ol><p>The CCC recently published our advice on the level of the Seventh Carbon Budget, our <a href="https://www.theccc.org.uk/publication/sixth-carbon-budget/" target="_blank">5-yearly assessment</a> of how the UK should decarbonise in line with its Net Zero target, as well as separate advice to the Scottish Government, Welsh Government, and Northern Ireland Executive. This was a large analytical project, consisting of the outputs from numerous sector-specific models. The CCC has begun the process of updating its modelling suite ahead of our advice on the Eighth Carbon Budget, due by 2030. As part of this work, the Carbon Budgets team has led a review of our modelling capability, which has agreed an ambition to redesign models in a number of key areas around a more standardised, interconnected, and agile manner using coding approaches. </p><p>The successful applicant will work collaboratively with other members of the Carbon Budgets team and with the CCC’s sector experts to deliver these modelling improvements. This could include developing core modules for performing calculations that can be shared between models and building working prototype models for key aspects of the decarbonisation pathway. This modelling will be undertaken in Python – training will be provided if required, but this project will suit someone with excellent analytical skills and an interest in coding. This has potential to be a high-impact project by improving the CCC’s analysis for years to come. </p><p>2, Engagement with devolved government officials</p><p>The branch of the Carbon Budgets team in which this role sits leads on delivering on the CCC’s responsibilities to the Scottish Government, Welsh Government, and Northern Ireland Executive. Therefore, the successful applicant would work together with the Grade 7 lead to maintain effective working relationships with relevant officials and manage production of advice to these governments (including reports on progress in reducing emissions in each nation). </p><p>The role may also contribute to various other projects on the roadmap, including contributing analysis to the CCC’s annual report on progress in reducing emissions, which is due in June. The advisory functions of the team are centred on helping government, regulators and developers meet the requirements of managing and therefore minimising impacts of human activities in the marine environment. Most of the team’s work focuses on advising on impacts of offshore oil and gas, renewable energy, aggregate extraction, subsea cabling and fisheries, as well as new and emerging industry sectors such as and carbon capture and storage. We also engage with critical policy areas such as climate change, nature recovery and net gain, and work to identify and address knowledge gaps in providing this conservation advice through research, engagement, and coordination of the UK delegated authorities. This is a critical role that contributes to the Governments dual ambition of halting biodiversity loss and combatting climate change.</p><h4>Job description</h4><p><strong>Post Duties:</strong></p><p>You will be working with other Senior Marine Industries Advisers, offshore industry advisors and specialists to deliver advice to regulators, policy makers, industry and wider stakeholders on the environmental impacts of a wide range of marine industries. You will have the opportunity to work collaboratively on high-profile projects ensuring a balance between nature recovery and sustainable development of the marine environment. <p>Are you up for a challenge? Environmental Crime, such as Fly Tipping and Littering, is becoming a national issue but Dartford Borough Council are dealing with this problem robustly and are looking for an enthusiastic, highly motivated individual to join our extremely busy Environmental Crime Enforcement Team.&nbsp; We are looking for someone, ideally, with an enforcement background, capable of working on their own but who is also a strong team player who can fit into a busy multi- agency environment.</p>
<p>Waste, Public Realm &amp; Enforcement Services is a multi service environment and you will also be involved, on occasions, with the work of other officers who deal with enforcement, parks and open spaces, events, licencing and town centre business crime partnerships. On occasions, you may deputise for the senior environmental enforcement officer, attend and contribute at regular information and best practice meetings, with other regional borough environmental enforcement teams, the KCC intelligence team, when required. Previous experience of working in a law enforcement, security, community safety or similar role is desirable as is dealing with the public in, sometimes, difficult situations with the ability to stay calm under pressure. Relevant knowledge of environmental crime legislation would be advantageous, but more important is the ability to be confident, diplomatic and assertive. Good ICT skills are required together with the ability to communicate effectively both verbally and in writing. You should also enjoy analysing information and problem solving as this will be an integral part of the role.</p>

<li>You should be capable of carrying out detailed investigations and interviews, often in partnership with the Police or Environment Agency, to tackle fly tipping and other environmental crime offences.</li>
<li>You will be required to prepare case files and attend Court to give evidence.</li>
<li>The interviewing of alleged offenders, statement taking, case file preparation/case building along with intelligence gathering, and dissemination, court attendance and giving evidence are key elements of this position.</li>
<li>You will be involved in promoting public awareness of environmental crime issues as well as other duties that may include dealing with unauthorised encampments, fly grazing, public space protection orders and offences associated with Civil Enforcement.</li>
<li>You should be conversant with relevant legislation and guidance such as the Environmental Protection Act 1990, Police and Criminal Evidence Act 1984, the Regulation of Investigatory Powers Act 2000 and the Anti-Social Behaviour, Crime and Policing Act 2014.</li>
<li>You will be required to operate both on foot and in a vehicle, performing duties such as visiting sites of fly tipping and fly posting etc. to obtain and record evidence.</li>
<li>You will be required to take the appropriate enforcement actions, such as serving of a summons to court or issuing Fixed Penalty Notices for environmental crime offences.</li>
</ul>
<p>Some evening, weekend and Bank Holiday working may be required for which a 10% allowance is paid. You should have a full, clean driving licence as you may, on occasions, be required to use your own vehicle, for which an allowance will be paid.</p>
