About the role:
As an Income and Recovery Officer, you'll
 play a vital role in supporting the financial sustainability of
 Adult Social Care services. You'll be responsible for recovering
 outstanding care charges by engaging directly with customers,
 their families, and care providers. Whether its negotiating
 payment plans or providing advice to those experiencing financial
 difficulties, your focus will be on delivering a respectful,
 fair, and customer-centred service. 
 
You'll process invoices, administer direct
 debits, and investigate payment queries, ensuring that records
 are accurate and up to date. You'll respond to enquiries across a
 range of channels - phone, email, face-to-face and work closely
 with internal teams and external agencies, including the
 Department for Work and Pensions, Citizens Advice, and legal
 representatives, to resolve complex issues and support vulnerable
 residents. 
 
Depending on your experience and
 progression within the role, you may also be involved in more
 advanced tasks such as preparing legal cases, responding to
 formal complaints, making home visits, or representing the
 Council in court proceedings. You'll also help promote financial
 and digital inclusion, signpost customers to further support, and
 contribute to the Councils digital transformation and continuous
 service improvement.

As Deputy Chief Accountant Business Partner, you will play a central role in ensuring the financial integrity and transparency of Brent Council’s statutory reporting. Reporting to the Chief Accountant, you will lead the preparation and delivery of the Council’s Statement of Accounts and other financial reporting, ensuring compliance with all statutory and regulatory requirements. You will also oversee VAT reporting and contribute to the development of financial policies and procedures that support robust financial governance.
This is a high-impact role that requires strong technical expertise and the ability to manage complex financial processes across the entire organisation. You will lead a small, high-performing team—including Finance Analysts and graduate trainees—providing mentorship and fostering professional development. You will also act as a key liaison with internal and external auditors, HMRC, and other stakeholders, ensuring the Council’s financial reporting is accurate, timely, and audit-ready.
As a Senior Finance Analyst, you will play a vital role in shaping the strategic direction and safeguarding the financial integrity of the Brent Pension Fund, which supports more than 22,000 current and former local government employees. Working closely with the Head of Finance and leading a small, dedicated team, you will provide professional financial advice on all aspects of the Pension Fund. You will take the lead on preparing and delivering the Fund’s statutory accounts and annual report, support the development and monitoring of the investment strategy, and contribute to long-term financial planning and risk management. You will also act as a key liaison with external auditors, actuaries, and investment fund managers, and will be responsible for drafting and presenting reports to the Pension Fund Sub-Committee and Local Pension Board.
The Senior Finance Analysts will report into the relevant Head of Finance. They will provide officers and senior stakeholders with high level professional advice and make a positive contribution to the delivery of the service. Key activities will include:

The Person
Our ideal candidate will have the ability to lead, motivate, and mentor a payroll team, fostering a positive and productive work environment, whilst also using their initiative to identify areas for improvement in payroll processes and implement changes to enhance efficiency and accuracy.&nbsp;&nbsp;
You will have expertise in using payroll software and other relevant technology to manage and process payroll efficiently, whilst also having a thorough understanding of payroll calculations, deductions, tax regulations, and reporting requirements along with an in-depth knowledge of payroll-related laws, regulations, and compliance requirements at local authority levels.
You will be a good communicator in order to effectively deal with employees, management, and other stakeholders regarding payroll matters, explaining complex information clearly and the capacity to troubleshoot payroll issues, resolve discrepancies, and implement solutions to ensure smooth payroll processing.&nbsp;
You will be a member of the Institute of Payroll Professionals (IPP) and hold the relevant qualification or be able to demonstrate substantial experience in Oracle Cloud HCM and payroll processes.

The Post

We currently have a fantastic opportunity for a Business Rates Inspector to join our busy Revenues team on an initial 18-month fixed term contract.
Woking Borough Council offer hybrid working for this role, the successful candidate would be expected to spend some time in the office. A large part of the role involves external site inspections, you will require a vehicle and driving licence.
Training will be provided to the successful candidate. Previous experience is not essential, the salary will be reflective of experience in a similar role.
The main duties of the role include:

<li>Carry out external site visits to non-domestic properties and new buildings under construction</li>
<li>Issue Business Rates completion notices for new build properties</li>
<li>Refer non-domestic property alterations to the Valuation Office Agency</li>
<li>Processing alterations to the local rating list.</li>
<li>Liaise with external bodies such as the Valuation Office Agency, as required.</li>
<li>Communicate effectively with internal services, including Property Services and Finance.</li>
<li>Set up new Business Rates accounts</li>
<li>Award relief Business Rates relief in line with legislation and guidance</li>
<li>Ensure Business Rates liability is correct on accounts before commencing recovery</li>
<li>Support the Revenues, Recovery and Customer Service teams with Business Rates queries.</li>
<li>Deal promptly and courteously with all forms of communication with the public, in accordance with the Council’s Customer Care Code and other agreed guidelines.</li>
<li>Any other duties at a level appropriate to the post, as requested by the Revenues Manager.</li>
</ul>
The successful candidate should meet the above criteria whilst being flexible and adaptable.
The salary offered will be reflective of qualifications and experience.

What You’ll Be Doing
In this important role, you’ll ensure timely and effective recovery of council tax and business rates by managing all stages of the recovery cycle. Your day-to-day duties will include:

<li>Processing and monitoring enforcement steps such as bailiff referrals, insolvency cases, and charging orders</li>
<li>Representing and supporting the Council at court, including liability order hearings and penalty notice applications</li>

<li>Handling communications with the public professionally and empathetically, both over the phone and in person</li>
