The Role:
This is an exciting time to join our finance team at the Royal Borough of Windsor and Maidenhead. Under new leadership, we are looking to build a world-class finance team to support all our services navigate the challenging financial environment in which local authorities operate. With the lowest Council Tax of any unitary authority outside of London we have a record of delivering efficiently. However, we cannot stand still and strengthening the finance team so that is fit to meet future demands is a priority.
This role will report directly to the Exchequer Services Manager and will provide day to day operational support within the team to ensure that all processes are in place and accurate records are maintained.
Your role will include:
<ul>
<li>Monitor and manage the mailbox, ensuring all invoices and payment requests are downloaded, indexed and recorded accurately and promptly to avoid delays in meeting payment deadlines.</li>
<li>Ensure all supplier invoices are registered in accordance with the Council’s payment policy supporting the statutory requirement to pay within 30 days.</li>
<li>Process journals prepared by team members, ensuring accuracy and proper coding in line with internal financial controls.</li>
<li>Investigate and resolve invoice discrepancies by liaising with relevant departments and suppliers, ensuring accurate and authorised payments are processed.</li>
<li>Maintain regular communication with colleagues across all directorates, as well as with external suppliers to support the timely resolution of invoice or payment related queries.</li>
<li>Reconcile supplier statements regularly, following up on outstanding items and discrepancies to maintain accurate ledger balances.</li>
<li>Contribute to the development and improvement of the Team’s internal administrative procedures by identifying problems and possible solutions.</li>
<li>Provide ad hoc support to the team as required.</li>
</ul>
What we are looking for:
<ul>
<li>Someone with good basic qualifications including English and Maths.</li>
<li>Experience in finance or accounting environment, ability to process high volume of invoices and financial data accurately.</li>
<li>Experience in working effectively to deadlines and able to manage conflicting priorities.</li>
<li>Confidence in using IT systems within both a financial and accounting environment.</li>
<li>Ability to communicate effectively at all levels especially with non-financial colleagues.</li>

Key responsibilities:

<li>Management of the Council’s utility contracts (electricity, gas and water).</li>
<li>Responsible for developing and implementing commercial activities for WBC’s utilities service. This will include managing the Council’s utilities contracts, commissioning commercial utility capital projects and investment opportunities, in partnership with procurement service and processes.</li>
<li>Developing and agreeing Commercial strategies aligned to the organisation’s strategic objectives.</li>
<li>With the Head of Commercial and Financial Support, manage the development and implementation of utilities business systems, processes and policies.</li>
<li>Contribute to the identification and implementation of a programme of renewable energy generation and carbon reduction projects on the Council’s own property assets.</li>

Candidate requirements:

<li>Degree-level, equivalent relevant professional qualifications or expertise.</li>
<li>Excellent working knowledge of the political landscape, legislative frameworks, and regional and national drivers of the utility markets and industry.</li>
<li>Knowledge of the structure, operation, and regulation of utility markets, including electricity, gas, and water sectors.</li>
