If successful you will develop an excellent understanding of how weather information is used in industry across the surface transport, energy, retail and infrastructure sectors. <h4>Job summary</h4><p><strong>Who we are</strong></p><p>The Investigatory Powers Act 2016 established the office of the Investigatory Powers Commissioner (IPC) and provides for the appointment of Judicial Commissioners (JCs) to approve and oversee the use of investigatory powers by public authorities. The current IPC is Sir Brian Leveson.</p><p>The IPC and JCs have the important function of balancing the public interest and the rights of the individual independently of Government, specifically protecting the public by reviewing whether public authorities’ interference with those rights is justifiable.</p><p>IPCO are committed to creating an increasingly diverse and inclusive workplace. The Authorisations Team considers applications for the acquisition of communications data (CD) from law enforcement and public authorities. The team is located across two offices in Birmingham and Manchester.</p><p>Communications data is the information generated which relates mostly to telephone communication or internet activity. The data describes the communication but not the content of this.</p><p>Communications data is now used in 95% of serious and organised criminal prosecutions and has been used in every major counter terrorism investigation over the past decade. As such, the acquisition of CD must be independently authorised and that is the function of IPCO as an independent body.</p><h4>Job description</h4><p><strong>The role of an Authorising Officer</strong></p><p>Authorising Officers are responsible for assessing public authorities’ requests to acquire communications data in compliance with the Investigatory Powers Act 2016 and other relevant legislation.</p><p>Your role will be to independently assess the necessity and proportionality of applications received from public authorities. Applications are received from across the UK, and you will have the responsibility for the final decision as to authorise, decline or return applications.</p><p>The applications IPCO receive contain large amounts of information and need to be fully considered. Each application should be considered on its own merit, and you will make timely and objective decisions based on the facts available.</p><p>The role of Authorising Officer is vital as communications data can either support or disprove an alibi and can identify links that may exist between suspects and a crime scene. Sometimes CD is the only way to identify these offenders, particularly where offences are committed online, such as child sexual exploitation or fraud.</p><p>Our operation is a fast-paced environment, with high volume workloads.</p><p>Due to the nature of this work, high levels of discretion will be expected from the successful candidates.</p><h4>Person specification</h4><p><strong>Responsibilities</strong></p><p>IPCO welcomes applicants from all backgrounds. IPCO Authorisations operates business hours of 0700 – 2200 and therefore the shift pattern includes early starts, evening and weekend working, as well as working on public holidays.</p><p>All staff working shifts receive an Annualised Hours Working (AHW) allowance. This is an additional allowance received alongside your basic salary, based on your attendance patterns for the year that compensates for working shifts. You will receive an annualised hours agreement, which is a written agreement between you and your manager, detailing the period the agreement runs for, your attendance requirements and your AHW percentages. This figure is currently circa 18%. This percentage calculation is assessed in line with the operational demands of the business and is subject to change and review. It is not guaranteed and may cease at any time.</p><p>Whilst part-time work is available, it must fit within IPCO business hours, 0700 – 2200 and include weekend and public holiday working hours.</p><p>It is your responsibility to ensure that shift working is suitable for you before accepting the offer.</p><p>IPCO are currently adhering to the Home Office hybrid working model, which enables staff to split their time working in the office and at home. Currently this is 60% of working hours spent in the office.</p><p>Please note that office attendance is mandatory as critical aspects of the role must be carried out on systems that cannot be accessed from home.</p><p>It is your responsibility to ensure that office attendance is suitable for you before accepting the offer.</p><p><strong>Training</strong></p><p>You will be given the necessary training to fulfil the role of Authorising Officer. You will receive a comprehensive package of classroom-based, interactive and mentor-based learning, over a period of 6 weeks to develop an understanding of the relevant legislation and how to consider an application.</p><p>During this time, you will be fully supported by IPCO’s trainers and mentors. At the end of training, you will complete an assessment which must be passed before you can undertake the duties of the role.</p><p>The training course is run on a full-time basis on weekdays. During the initial 6-week training period, you will receive 0% AHW allowance to reflect the Monday to Friday working pattern.</p><p><strong>Security Clearance</strong></p><p>DV clearance is an essential requirement for this role. Successful candidates will be permitted to start with SC clearance whilst they undergo the NCA Enhanced and DV clearance processes. The job holder will build effective, appropriate and supportive relationships with prisoners, with the aim of reducing re- offending.<br><br>The job holder will act in a supportive role only to probation officers in the case management of high risk prisoners. The job holder will have undergone selection and additional training to carry out this specialist delivery job as a Prison Offender Manager to prisoners.<br>This is a non-operational job with no line management responsibilities. This role is rotational.<br><br>Will have regular prisoner facing activities/duties.</p><p><strong>Summary </strong></p><p>Typical tasks associated with this role include:<br><br>• Supervise, Manage, Signpost and advise prisoners decently, safely and securely while carrying out all activities.<br>• Understand, apply and conform to national and local policies.<br>• Establish, develop and maintain professional relationships with prisoners and staff.<br>• Maintain and update systems in line with local agreements.<br>• Prepare relevant documentation to managers for verification/quality checking purposes.<br>• Attend and contribute to relevant meetings as required.<br>• To assess and manage the risk posed by offenders to protect victims of crime and the general public by:</p><ul><li>Providing information and advice to other criminal justice agencies and partner organisations.</li><li>Supervise offenders during custodial sentences.</li><li>Contribute to the management of risk.</li><li>Work with other agencies and groups to prevent reoffending and meet the needs of victims and offenders.</li></ul><p><strong>Responsibilities, Activities and Duties </strong></p><p>The job holder will be required to carry out the following responsibilities, activities and duties:</p><ul><li> To undertake the full range of offender management tasks with low to medium risk cases.<br>• No ownership of high risk cases will be held, but support to probation officers in the case management of high risk prisoners will be given when required.<br>• As Prison Offender Manager, be involved in all relevant processes in the prison such as ACCT and violence reduction/anti-bullying for those within your case load, if this is applicable.<br>• Act as the ACCT Case Manager for individuals if appropriate (Prison Offender Managers should not routinely be used as ACCT Case Managers, only when appropriate to do so).<br>• Interview prisoners within prescribed timescales of their arrival. Set and review targets with prisoners and update case management notes on PNOMIS or relevant IT systems.<br>• Use the Offender Assessment System (OASys) to identify risks and manage offenders appropriately.<br>• Obtain further information if required from outside agencies to complete a comprehensive OASys report.<br>• Lead the sentence planning meeting in order to prepare and review appropriate plans.<br>• Coordinate the activities within the sentence plan through liaison with prisoners and other departments and agencies, including gathering and exchanging information and understanding/investigating conflicting opinions on prisoner progress.<br>• Encourage and support prisoner to participate in education, interventions and workshops as defined within the sentence plan. Develop strategies to assist prisoners to overcome reluctance to attend.<br>• To provide professional advice and assessment, including written reports to criminal justice agencies and partner organisations.<br>• Liaise with the Community Offender Managers regarding Release on Temporary Licence (ROTL) and Home Detention Curfew (HDC). Make recommendations to the Governor on suitability for early release. Inform relevant agencies of release dates and address of prisoners considered a risk on release.<br>• Support Community Offender Managers with the delivery of plans to enable recalled prisoners to be re-released.<br>• Complete all paperwork for the cases, including lifer and ISP specific paperwork in line with relevant policies, standards and set timescales.<br>• Highlight any prisoner who gives significant concerns by their behaviour to the Heads of Offender Management or Orderly Officer. Concerns may be for a variety of issues, for example, any prisoner who has presented in the past risk of suicide or self harm, or if there are any outstanding concerns with regards to victims or further offences and racial harassment.<br>• Contribute to and attend Multi-Agency Public Protection Arrangements (MAPPA) Boards and work with all relevant external agencies to protect the public when releasing prisoners under MAPPA.<br>• Liaise with the Foreign National Department or UK Border Agency regarding foreign national prisoners, as appropriate.<br>• Instigate public protection child contact checks and share relevant safeguarding information with authorities.<br>• Undertake the role of the resettlement advisor for prisoners in the specific caseload. Forge, develop and maintain the links between the programmes, the progress, or otherwise, made by the participants and the prisoner’s ongoing path through their sentence.<br>• To work collaboratively with colleagues and maintain effective team relationships, in particular with Key Workers.<br>• Demonstrate pro-social modelling skills by consistently reinforcing pro-social behaviour and attitudes and challenging anti-social behaviour and attitudes.<br>• To use computer based systems to produce, update and maintain records and other documentation within agreed timescales.<br>• To work within the aims and values of HMPPS.</li></ul><p>The duties/responsibilities listed above describe the post as it is at present and is not intended to be exhaustive.
