The role
Winchester City Council is seeking to appoint a motivated and enthusiastic Neighbourhood Services Officer to join our dynamic Housing team, at a time when we are committed to focusing on reorganising our services to improve outcomes for our customers.
This is an opportunity to work within our local communities, across the 250 square miles of Winchester district, to support the management of safe and pleasant communal areas for our residents.
The successful candidate will be part of a team supporting the delivery of (non-technical) health and safety inspections and monitoring standards in communal areas of our council owned housing stock, including garage blocks and open spaces. You will provide a visible presence for our tenants and leaseholders, working with them and internal departments to maintain and improve standards.
The post holder will also be key in supporting the service with delivering on Consumer Standards.
What you will need to succeed
The successful candidate will be able to work effectively in a team, offer a proactive attitude and demonstrate a commitment to high standards for our customers. You will also be a good communicator, self-motivated, able to problem-solve and have a customer-centred approach to your work.
The role of the Neighbourhood Services Officer will include:
o Undertaking non-technical health and safety inspections in communal areas of our housing stock, including testing fire safety measures;
o Reporting repairs and other defects;
o Ensuring all communal areas remain safe and clear of obstructions and taking appropriate action to enforce this;
o Supporting the monitoring of cleaning and grounds maintenance contracts;
o Supporting residents with advice on matters relating to their block, including fire safety and use of communal areas;
o Liaising with and supporting other teams in respect of tenancy breaches;
o Contributing to the landlord’s health and safety compliance actions;
o Identifying estate improvement works.
Qualification &amp; other requirements for the role
o Previous experience of working in neighbourhood and estate management is desirable, as well as experience in working in a customer focused role.
o As this is a predominantly site-based role, candidates must be capable of meeting the physical and travel demands of the position.
o You will be required to wear a uniform and drive a fleet vehicle at work.
o You will also be subject to a Disclosure and Barring Service check.

The team are creative, and child focussed and strive for positive outcomes for the children we care for.The Building Your Futures Team supports children and young people who are looked after in foster care, cared for by connected carers or family, and specialist care, and where there is a plan to support children Going Home (reunification).The team, work alongside a wide range of professionals and multi-agencies to support effective care planning for the children we care for. The RoleAs a Social Worker in the Building Your Futures team, you will:<ul>
<li>Support some of the most vulnerable children in our service.</li>
<li>Lead on care planning, direct work, and life story work.</li>
<li>Promote positive outcomes and ensure permanence plans are in place.</li>
<li>Contribute to the Going Home pathway where appropriate.</li>
<li>Deliver a high-quality, responsive service that reflects the wishes and feelings of children and young people.</li>
<li>Be encouraged to adopt creative and solution-focused approaches tailored to individual needs.</li>
<li>Engage children and young people meaningfully in all aspects of their care planning.</li>
</ul>All social workers in the team are offered training in DDP and have the support of CAMHS consultations to aid direct work. The ideal candidateWe are looking for someone who:<ul>
<li>Holds a Diploma or Degree in Social Work and is registered withSocial Work England(ASYE must be completed).</li>
<li>Has a sound understanding of relevant legislation, including the Children Acts 1989/2004, and is willing to develop expertise in legislation specific to this role.</li>
<li>Demonstrates insight into the challenges faced by children in care.</li>
<li>Communicates effectively with children and professionals across agencies.</li>
<li>Possesses strong analytical skills to assess children's needs.</li>
<li>Thrives in a dynamic environment and can manage competing demands with resilience.</li>
<li>Is motivated and committed to achieving outstanding outcomes for children.</li>
<li>Understands anti-oppressive practice and applies restorative approaches.</li>
