We are seeking a Head of Strategic Planning and Resourcing to lead the finance, procurement, planning, performance, governance and business support functions. The role facilitates and supports teams across the Commission in meeting our aims and objectives as set out in our Corporate Plan whilst maintaining sound internal control and delivering high quality and timely management information and external reporting including the organisation’s annual report and accounts.
This key position will have the opportunity to shape the Commission’s planning and resourcing infrastructure and working practices to support the outcome of our recent organisational strategic review. We are also in the process of reviewing our finance and HR systems to strengthen our current processes and systems and the post-holder will be responsible for managing a range of risks inherent in such a change.

The Electoral Commission is the independent body that regulates party and election finance, sets standards for well-run elections and encourages people to register to vote. Integral to the work of the Commission the role of our Strategic Planning and Resourcing team as one of our organisational enablers, is to ensure that plans, reporting and information for decision-making is in place for the Commission to achieve its aims; governance, risk management and internal control mechanisms are maintained; and a full-range of financial and business support services are delivered efficiently, effectively and economically.
The successful candidate will be joining at a busy and exciting time for the team, with planning taking place to prepare the 2018/19 to 2022/23 Corporate Plan including work to support the elections planned across the UK in the next five years and follow-up work from the recent UK Parliamentary General Election and a programme of development activities across a wide range of the Commission’s functions.
You will have ownership of the development, implementation and promotion of the Commission’s strategic and operational planning arrangements, oversight of the leadership of the team ensuring that financial planning and management, accountancy and procurement services are delivering high quality services. You will oversee the development of project management and matrix working frameworks and facilitate efficient staff and financial resource allocation to aid the delivery of planned activity. You will have oversight and own the Commission’s risk management framework and ensure the effectiveness of these to provide the appropriate assurances to the Commission’s Board and senior leadership team.
Who we are looking for:
- You will have demonstrable experience across a range of strategic planning and resourcing roles
- Experience in leading a project management office and developing appropriate frameworks and processes
- Experience of managing and embedding change
- Demonstrable influencing and negotiating skills at all levels but particularly at senior levels
- Significant experience in leading and managing multi-disciplinary teams
- Significant experience of managing budgets
- Well-developed decision making skills, with the ability to exercise sound judgement, prioritise and balance competing demands.
