Housing Solutions Specialist (DATRIG)
Salary: Grade 7 (£29,541 - £33,699 per annum pro rata) 
Location: Muriel Matters House, Hastings (with travel across Hastings &amp; St Leonards)
Fixed Term until – 31st March 2026

About the Role
We are seeking a dedicated and proactive Housing Solutions Specialist (Drug and Alcohol Treatment and&nbsp; Improvement Grant) to join our Housing Services team. This role is part of a government-funded initiative aimed at supporting individuals with substance misuse disorders who are at risk of rough sleeping. You will play a vital part in preventing homelessness, helping people access and sustain accommodation, and working closely with partners to improve outcomes for vulnerable residents.
Key Responsibilities
<ul>
<li>Prevent homelessness and rough sleeping among those with substance misuse disorders.</li>
<li>Work as part of the Housing Options team and develop strong relationships across health, social care, and community sectors.</li>
<li>Support people leaving residential placements to secure suitable housing.</li>
<li>Engage in assertive outreach to identify and support vulnerable individuals.</li>
<li>Liaise with landlords (private and social sector) to secure and sustain tenancies.</li>
<li>Provide advice, support, and casework to help service users maintain their accommodation.</li>
<li>Carry out risk assessments and support plans tailored to individual needs.</li>
<li>Work with landlords to resolve tenancy-related issues and prevent evictions.</li>

About You
We are looking for someone with:

<li>Experience of providing housing advice, assistance, or homelessness prevention services.</li>
<li>Knowledge of housing law, tenancy rights, and welfare benefits (Housing Benefit, Universal Credit).</li>
<li>An understanding of the barriers faced by people with substance misuse disorders and complex needs.</li>
<li>Strong communication, negotiation, and organisational skills.</li>
<li>The ability to remain calm under pressure and work effectively on your own initiative.</li>
<li>A flexible, collaborative, and compassionate approach.</li>
<li>Commitment to equality, diversity, and improving the life chances of vulnerable people.</li>

Housing Solutions Specialist (DATRIG)

This opportunity is currently being offered on a fixed term contract basis of 12 months; however, if budgets allow the contract length may be extended and/or become permanent, though this is not guaranteed. If an internal council employee wishes to apply for this role, a secondment opportunity may be considered (please state this on your application).We are seeking a Senior Rehousing Officer to join the team at level A. This is the entry point of the role, so you will need to be able to demonstrate the relevant knowledge, experience and skills to get you started, but you will be supported to develop in your role through induction, probation and a supportive Performance Appraisal and Career Conversation. All elements of level A listed within the person specification are essential. Through your induction you will be introduced to the Career Progression Framework (CPF), which will help you to identify your areas of strength and any development needs. You will be required to provide advice, assessment and management of all households accommodated by Medway Council into Temporary Accommodation and those applying for Social Housing through the Medway Homechoice system. Liaise with stakeholders in a way that promotes the One Medway Council Plan and embeds our values and behaviours. Accountabilities and outcomes:Providing a senior role within the team, contributing towards growing the accommodation available to Medway Council for temporary use, as well as managing existing temporary accommodation tenancies and maximising the opportunities for rental income.To undertake visits to households in temporary accommodation to sign their tenancy agreement, completion of Housing Benefit claim and offer welfare advice as appropriate. To provide effective management of rent accounts and to maximise income, this may include visiting customers that are not paying their rent and issuing a notice to quit where appropriate, in line with the legal requirements. Undertake assessments of housing need using the Medway Allocations Policy framework, including completing banding reviews and dealing with complex cases and chairing domestic abuse panels. The role will also be responsible for directly line managing staff at different levels including Officers, Assistants and Apprentices. At the discretion of the Head of Service, such other activities as may from time to time be agreed consistent with the nature of the job described above.The successful post holder will be subject to a Standard DBS check.
