Are you up for a challenge? We are looking for an enthusiastic, IT literate, motivated individual to work as a Housing Scheme Officer within our Housing Scheme &amp; Finance team. This is an exciting opportunity, working in a specialist intensive housing management team which is responsible for delivering a comprehensive customer centred enhanced housing management support service through its day to day management of Dartford Borough Council’s sheltered properties for older people. Please note that this is a remote worker role, based in and around Dartford’s sheltered housing schemes, and so efficient use of your time is essential to successfully achieve the many and varied tasks you will be responsible for throughout the day.
Previous experience in a similar role is desirable, as is an in-depth understanding of safeguarding issues, but full training will be provided to the successful applicant.&nbsp; Other key duties include signposting tenants to support services and helping tenants to maintain their independence.&nbsp; Managing low level anti-social behaviour from a variety of sources (not just the occupants of the building) is also an essential part of this role, as well as undertaking property management inspections and assisting with rent arrears recovery. You must be a good communicator who is able to plan and deliver your own agreed work programme, whilst working with and supporting your team colleagues.

Private Sector Housing Officer (1x Permanent / 1x 12 Months Fixed Term)

The Council is seeking two Private Sector Housing Officers. The Private Sector Housing Team plays a lead role in improving housing standards in the borough’s significant private rented sector. Whether you are building on previous housing experience or bringing strong transferable skills to a new challenge, this role offers the chance to make a real positive impact.
The postholder will work effectively as part of the team to deliver an excellent private sector housing service and will have experience in areas including housing disrepair, HHSRS (residential property) inspections, caravan site licensing, HMOs (including licensing), and enforcement of legislation. The right candidate will have a good knowledge of building construction, detailed knowledge of the relevant legislation, enforcement experience and be able to manage their own caseload. You should also be enthusiastic, organised and a team player who is looking for a challenging new role. You will be passionate about customer service excellence and will be a significant contributor to our vision of becoming the best Housing team in Kent.
This is a generic post, and your duties may include both proactive and reactive work including some or all of the following;
<ul>
<li>Investigation of complaints regarding housing disrepair, including relating to damp and mould, in line with council policies and procedures, using the HHSRS and where necessary take enforcement action.</li>
<li>Inspection, licensing and enforcement of caravan sites in line with council policies and procedures</li>
<li>Inspection, licensing and enforcement of HMOs in line with council policies and procedures.</li>
<li>Enforcement of all relevant legislation/policies including Housing Act 2004, Housing &amp; Planning Act 2016, The Mobile Homes Act 2013, The Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015 (as amended), The Smoke &amp; Carbon Monoxide Alarm (England) Regulations 2015 (as amended) and The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020</li>
<li>Represent the council at meetings with internal and external partners</li>
</ul>
You must be able to demonstrate the following:
<ul>
<li>Previous experience of working in a housing enforcement/enforcement/environmental health/ maintenance/surveying environment; or hold a relevant qualification in an appropriate discipline, for example a BSc, MSc or HNC/HND in Environmental Health, an HNC/HND in Building Studies/Surveying</li>
<li>Working knowledge of HHSRS, including completing assessment and producing reports;</li>
<li>A building maintenance related qualification is desirable but not essential;</li>
<li>Excellent numeracy skills;</li>
<li>Confidence, enthusiasm and a flexible approach;</li>
<li>Be able to understand and apply legislation;</li>
<li>Excellent written and administration skills, accuracy and attention to detail;</li>
<li>Good keyboard skills and the proven ability to learn and utilise new software;</li>

As our new Housing Policy and Enforcement Manager, you’ll lead a dedicated team of four, which includes one Housing Enabling Officer, two Senior Private Sector Housing Officers, and one Private Sector Housing Support Officer, alongside indirect line management of external contractors. You’ll shape long-term plans, deliver projects that make a real difference, and work closely with partners to drive forward the Council’s housing ambitions.

We’re looking for an experienced housing professional with strategic vision, leadership ability, and a passion for improving homes and lives. Based at our Sevenoaks office, you'll also work closely with communities, contractors, and regional housing partners to ensure local needs are met and standards are upheld.
You'll be appointed at Band G (£51,494 – £54,587), with additional benefits including a generous pension, flexible working options, and a supportive working environment that values your expertise and initiative.
What you will be doing
<ul>
<li>Leading the Housing Policy and Enforcement team, managing officers and external contractors to deliver the Council’s housing priorities.</li>
<li>Developing and delivering the Council’s Housing Strategy, Empty Homes Strategy, and Private Sector Housing Grant and Enforcement Policies.</li>
<li>Supporting and enabling affordable housing delivery through strategic partnerships with Registered Providers, Homes England and health sector organisations.</li>
<li>Driving improvements in private sector housing, including the use of enforcement powers, licensing schemes, and grant delivery (e.g. Disabled Facilities Grants).</li>
<li>Overseeing the development and consultation of housing policy, ensuring plans are evidence-led and responsive to local need.</li>
<li>Managing housing data, needs assessments and monitoring performance against key targets and national indicators.</li>
<li>Representing the Council at regional forums and working groups, such as the Kent Housing Group Strategy and Enabling Sub-Group.</li>
<li>Deputising for the Head of Housing when required and advising Members, SMT and external partners.</li>
</ul>
What you will bring to the role
<ul>
<li>Educated to degree level or equivalent experience in a relevant field.</li>
<li>Full driving licence and access to your own vehicle.</li>
<li>Strong strategic thinking and the ability to analyse housing needs across a wide range of community groups.</li>
<li>Proven success in housing policy, strategy, enabling and/or private sector housing enforcement.</li>
<li>Substantial experience in managing projects, teams and partnerships in a local government or housing setting.</li>
<li>Excellent communication skills and the ability to work effectively with elected Members, developers, landlords, planners, and residents.</li>
<li>Strong understanding of current housing legislation, planning policy and funding mechanisms.</li>
<li>A track record of developing successful bids and securing external funding for housing initiatives.</li>
<li>Budget and performance management experience with a focus on outcomes, risk management and value for money.</li>
<li>A customer-focused approach and ability to work flexibly, including occasional out-of-hours attendance.</li>
