We are looking for someone who has experience in the field of private sector housing, in particular experience relating to empty and derelict homes and the Housing Act 2004 to join our dedicated Safety and Wellbeing team to help transform empty homes into safe, liveable properties.
In this role, you’ll work with landlords, agents, and homeowners to enforce housing standards, support grant delivery, and reduce the negative impact of derelict or vacant housing. You will be responsible for leading on bringing empty homes back into use, inspect properties under housing legislation, and assist with energy efficiency initiatives, along with:
<ul>
<li>Investigating complaints about housing conditions, unlicensed HMOs, and tenant harassment or illegal eviction.</li>
<li>Carrying out inspections under the Housing Health and Safety Rating System (HHSRS) and assess eligibility for loans and grants.</li>
<li>Enforcing housing legislation and preparing statutory notices, prosecution files, and evidence for court or tribunal proceedings.</li>
<li>Leading on identifying, surveying and assessing long-term empty homes and developing strategies to bring them back into use.</li>
<li>Collaborating with property owners, managing agents, developers and partner organisations to secure funding and facilitate reoccupation or redevelopment.</li>
<li>Overseeing enforcement actions including Empty Dwelling Management Orders, enforced sales, and derelict property remediation.</li>
<li>Supporting energy efficiency projects and initiatives promoting warm, low-carbon homes.</li>
</ul>
This is a dynamic opportunity for someone with strong knowledge of housing law, enforcement experience, and a passion for improving the lives of residents and the quality of housing across the district. It is essential that you have a strong understanding of housing legislation, guidance, and policies, along with:

<li>Solid IT skills and working knowledge of information and financial systems</li>
<li>Ability to obtain and analyse evidence, prepare accurate reports, and make sound decisions</li>
<li>Excellent communication, negotiation and interpersonal skills</li>
</ul>
There is a requirement of this role for you to work outside normal office hours (including evenings/weekends), have a full driving licence and be physically able to carry out property inspections, including challenging or older properties and external sites

The Medway 16+ Care Leaver Service works to advise, support and befriend young people from the age of 16 who are in care and those young people who have left care (up to the age of 25) with a diverse range of complex needs to enable them to manage the transition into adulthood and independence.The Specialist Housing Advisor will support Personal Advisors and Care Leavers within the 16+ service, who require additional support to address their accommodation and independent living needs, with a focus on those at risk of homelessness and those ready to move onto independent accommodation.The role will require the post holder to provide assistance, advice, encouragement and support to Care Leavers to ensure they actively participate and contribute to their Housing Plans / Pathway Plans to enable them to move successfully into independent living. Our Private Sector Housing team seeks to bring about improvements in the conditions and standards of management of private sector housing.
You’ll assist the team in achieving this through the delivery of housing enforcement standards to ensure private sector residential accommodation throughout the District meets statutory standards and help bring about improvements in conditions and standards of management for residents.
As a Private Sector Housing Officer, you’ll be on the frontline of this vital work working with the Senior Private Sector Housing in the enforcement of housing standards through formal action as necessary in line with Housing legislation.
Everything you need to know:
We’re looking for a committed and customer focused individual to join our Private Sector Housing team. You’ll be based at our Sevenoaks offices, but often out and about across the District – working with residents in their homes, liaising with contractors, and helping to ensure housing standards are upheld.
You'll be appointed at Band C (£29,330 – £31,773), with the opportunity to progress to Band D (£34,072 - £36,830) in your second year of employment, subject to gaining sufficient experience and demonstrating the required level of competence.
What you will be doing:
<ul>
<li>Assessing housing conditions, identifying hazards, and specifying works to improve standards.</li>
<li>Investigating housing complaints and, where necessary, supporting enforcement action to ensure housing is safe and compliant.</li>
<li>Inspecting and licensing HMOs in connection with mandatory HMO licencing schemes and undertake annual inspections of all licensed HMOs.</li>
<li>Carry out regular inspections of mobile park homes and park home sites in accordance with the relevant legislation and model standards.</li>
<li>Carry out the effective day-to-day management and maintenance of the Council-owned Hever Road.</li>

The Council's current ambition is to increase our own supply of Temporary Accommodation. 
It is an exciting time to be joining the housing service. This role has been created to assist and ensure those who are staying in TA are supported whilst there. Given this, we are seeking a highly motivated and enthusiastic individual who wants to get the very best of outcomes for residents of the Borough.
To support this ambition, we have an exciting new opportunity to join our Housing Solutions service in a part time permanent role. The role will be three days a week and based in our new accommodation in Tonbridge.
You will work with and support both the Housing and Benefits teams as well as households directly to minimise any stay within temporary accommodation.&nbsp; There will also be a focus on helping to prevent any arrears occurring because of the stay within the temporary accommodation.
Whilst you will be primarily based in Tonbridge, there may be times when you will be required to visit other temporary accommodation in other areas. The role will be focused on working with households who have been placed in temporary accommodation to check on occupancy and welfare.
In addition, you will recognise, report and monitor situations and/or changes in circumstances within temporary accommodation placements which may give cause for additional support, warnings, impact on housing duties e.g. anti-social behaviour.
You will have experience of working in a similar role with a local authority, Registered Social Landlord, homeless charity or similar.
Above all you will be self-motivated and able to work with minimal supervision, possess excellent communication skills and have the enthusiasm to help others overcome their problems.
