This is an exciting opportunity to earn a salary while studying for a Level 4 Housing Compliance Officer Apprenticeship (equivalent to a Higher National Certificate). You’ll gain valuable practical experience as a member of our Housing Standards Team, helping to improve housing conditions and protect public health.
About the Role
You will study with a recognised training provider, commencing in November 2025. You must be willing to travel within Lancashire to attend in-person training sessions as part of the apprenticeship programme. Travel expenses for these sessions will be funded by the employer. On non-study days, you’ll work within the Housing Standards Team, supporting a wide range of regulatory activities, including:
<ul>
<li>Investigating housing complaints and inspecting properties in the private sector;</li>
<li>Supporting enforcement action to improve housing conditions in the private sector;</li>
<li>Engaging with landlords, tenants, and partner agencies;</li>
<li>Ensuring compliance with HMO regulations and landlord responsibilities;</li>
<li>Preparing for the implementation of the Renters’ Rights Bill;</li>
<li>Learning about housing legislation, health and safety, and property standards</li>
</ul>
You’ll build on the theoretical knowledge gained through your studies by developing practical skills under the guidance of experienced professionals. Please note: appointment to this role is conditional upon acceptance onto the Level 4 apprenticeship programme.

The Role
This is a great opportunity at Lancaster City Council, to join and lead a newly integrated Property Team responsible for the Councils corporate property portfolio and its housing stock.&nbsp;
Working closely with the Council’s wider Property Group and Council Housing Neighbourhoods Team and Repairs and Maintenance Service we are looking for an experienced Housing and Property Manager to help drive forward the Council’s approach to asset and estate management, compliance and building safety.&nbsp;
The successful candidate will be responsible for delivering the Council’s strategic approach as well as day to day co-ordination and management of the teams involved and works relating to our obligations in these areas.&nbsp; You will provide an effective risk management and proactive approach, ensuring quality services are delivered within budget and supporting the development of effective business systems to enhance our compliance and asset data, reporting and service delivery.&nbsp;
You will play a key role in supporting a transformation programme to enhance our compliance and asset services encouraging and promoting a positive culture across the Council.
This role is permanent. The hours of work for this post are 37 hours per week.&nbsp;
