Position: Strategic HR Business Partner 
Location: Milton Park, Oxfordshire 
Job Type: Full Time, Permanent 
Hours: 37 hours per week 
Salary: From £37,872 per year

About the role: 
The HR Business Partner will work with their HR provider to support the organisation across their two councils; South Oxfordshire and Vale of White Horse. 
- Support organisational change, people processes and business improvement initiatives 
- Manage complex HR projects cross-functionally 
- Challenge the status quo to ensure best-practice methodology and thinking is adopted throughout the councils 
- Supporting complex or escalated employee relations cases 
- Advise of any HR directives / legislation and of HR / training implications of corporate decisions 
- Lead HR projects and manage the HR administrator 
- You will lead the councils through Investors in People accreditation 
- Oversee the councils’ various third-party contracts for example employing agency staff 
- Work with and coach managers, as required 
- Work with their HR provider to deliver the HR service plan 
- Analyse HR metrics data and distribute results to relevant parties 
- Ensure council processes are followed for all significant changes to HR policies or employee terms and conditions of employment 
- Liaise with their HR provider and other employers regarding TUPE transfers and data 
- Help to ensure that staff training reflects council policies and meets identified needs 
- Ensure that HR policies and procedures are being correctly and consistently deployed across the councils 
About you: 
- Degree or equivalent 
- Relevant HR qualification or equivalent 
- Excellent interpersonal and communication skills 
- Ability to build positive working relationships across their organisations and with their HR provider 
- Experience of project management and partnership working 
- Sound knowledge of employment law 
- Intermediate level Microsoft Word and Excel 
- Significant HR and organisational development knowledge and experience
- Significant experience of advising senior management on all HR related matters  
If you have the following experience or qualifications – it’s a bonus: 
- Degree in business management or HR discipline 
- Experience of managing budgets 
- Full member of the Chartered Institute of Personnel and Development (MCIPD) 
- Psychometric testing qualification (e.g. SHL level A / B) 
- Previous experience at strategic or business partner level 
- Line management experience
