The Head of Payroll and Pensions forms part of the senior leadership team in the Finance Service, reporting to the Director of Finance (deputy S151).The Payroll service has recently been restructured with the following outcomes achieved:<ul> <li>To review staffing levels in the light of the loss of some academies and efficiencies gained through the introduction of Oracle.</li> <li>To introduce a flatter management structure which will facilitate more succession planning and a career path for staff working in the service.</li> <li>For comparability and consistency with the pensions service which has already been through its own restructuring process.</li> <li>To provide an improved service to customers through the introduction of clearer and more consistent job descriptions and person specifications linked to a well-defined learning and development plan for all staff working in the service.</li></ul>There are two roles available, the Head of Payroll and Pensions and the Payroll Manager.What’s the role?As the Head of Payroll and Pensions you will be the strategic lead and responsible for Lewisham Councils payroll and pensions services. The annual payroll for the Council is over £170m and the value of the Lewisham LGPS is circa £1.85bn.&nbsp;As a member of the Finance Leadership team you will contribute to the overall leadership and management of the Finance function by taking leadership of the payroll and pensions service. What your day will look like
You’ll work closely with the People leadership team to champion excellent people management and lead the development of a fair, transparent reward strategy. This is a high-impact role, working closely with senior leaders including political leadership to ensure our workforce is fit for today and ready for tomorrow.This is a part time, job share position, for 17 hours per week across the following days:Monday, Wednesday &amp; Thursday About the RoleAs an SRP you will be aligned to support our Children &amp; Families and Education functions and be an absolute subject matter expert on resourcing. You will work with stakeholders up to and including political leadership level, holding full responsibly for strategic resourcing plans and delivery, as well as having a solid grasp on the operational needs of the customer and acting as a point of escalation for the delivery teams.What you'll be doing:<ul>
<li>Lead strategic and operational resourcing for your functions, acting as the senior resourcing expert.</li>
<li>Develop and deliver resourcing plans, workforce strategies, and future talent pipelines.</li>
<li>Collaborate with senior stakeholders, including People Business Partners, elected Members, and the People &amp; Organisation Development leadership team.</li>
<li>Champion diversity and inclusion in recruitment, working closely with our D&amp;I lead.</li>
<li>Drive innovation in recruitment campaigns, psychometric testing, and assessments.</li>
<li>Use data and market insight to inform decision-making and present monthly management information at Leadership Team level.</li>
<li>Own the candidate experience - from employer brand awareness to onboarding.</li>
<li>Lead executive and member-level recruitment, ensuring excellence at every stage.</li>
</ul>Skills, Knowledge and ExperienceWe're looking for an experienced recruitment professional who will bring:<ul>
<li>CIPD Level 5 (or equivalent experience) with a strong commitment to continuous professional development.</li>
<li>A strategic mindset with the ability to deliver operational excellence.</li>
<li>Brilliant organisational and practical skills, with the ability to seek resolution to queries through self-service.</li>
<li>Exceptional stakeholder management skills, with the ability to influence at all levels.</li>
