You will set up the agile environment that the team needs to build and iterate a customer focused service, removing obstacles or ‘blockers’ to progress and helping the digital team become better at autonomously organising their own work. You’ll be adept at delivering multiple complex digital projects, breaking down barriers for your team, looking forward, planning at a higher level, and getting into the detail to make things happen when needed.</p> <p>You’ll provide leadership and set standards for your team of CRM digital developers, service designers and business analysts. You will be committed to ensuring that at all times required outcomes (business change, service improvements and council savings) are met to untimely improve the life chances of our residents.<br><br>You will support and work closely with the Head of Digital to ensure the Digital team delivers quality, customer focused and innovative Digital solutions.<br> </p> <p><a href=\"https://fs-filestore-eu.s3.eu-west-1.amazonaws.com/Waltham_Forest/govRoleProfiles/Role_Profile_Deputy_Head_of_Digital_PO10.pdf\"><strong>>> Click here to download the Role Profile <<</strong> </a></p> <p> </p> <p><strong>Key Responsibilities:</strong> </p> <ul> <li>Lead and manage the Digital team CRM digital developers, Web team, service designers and business analysts</li> <li>Support the delivery of future and current programmes</li> <li>Leading the digital team in agile digital delivery principles as well as working across the council to inspire and communicate the overall digital vision and provide a positive impact in the digital space for the Council</li> <li>Lead and manage the council’s development and implementation of customer digital technologies including website, intranet, digital solutions and CRM</li> <li>Ensure the provision of high quality, easy access to Waltham Forest services which adhere to relevant accessibility, usability and branding standards</li> <li>Oversee all digital content through both re-active and pro-active channels, owning the sign off of any change, impacting customer systems</li> <li>Act as the design authority and owner for the implementation, development and management of the council’s digital products</li> </ul> <p> </p> <p><strong>Qualifications and Requirements:</strong> </p> <ul> <li>Demonstrated experience in agile project delivery, having set up and run projects previously as Scrum Master with agile teams.</li> <li>Expert in agile delivery processes and frameworks including Scrum, Kanban and DevOps, with a strong digital delivery background.</li> <li>Strong experience in managing and delivering digital transformation programmes across multiple service areas within local government</li> <li>Experience of CRM procurements, implementation, and migration</li> <li>An excellent understanding of the fundamentals of software development, processes and procedures, incremental delivery, and the value of using data and metrics to inform decisions.</li> <li>Proficient in using agile project management software, in particular JIRA.</li> <li>Knowledge and experience of widely used agile techniques such as user stories, TDD, continuous integration and automated testing.</li> <li>Ability to coach others effectively in agile techniques, and experience of improving agile teams through coaching and mentoring.</li> <li>Proven at making a positive impact at departmental level, with the ability to build, manage and maintain excellent cross-team collaboration to ensure success of a project and/or sprint.</li> <li>Strong influencing, conflict resolution and negotiation skills.</li> <li>A passion for agile methodology and tools, keeping up to date with latest and emerging industry trends and technology.</li> <li>Experienced in planning, directing and co-ordinating a mixed and varied workload of conflicting priorities, responding effectively to the needs of all customers.</li> <li>Proven experience in the management of developers, ensuring an appreciation for the skills they have, creating trust to deliver their best work, and give honest and useful feedback </li> <li>Proven experience in a leadership role with strong interpersonal skills, influencing and people engagement skills.  An exceptional communicator able to operate and empathise with stakeholders and business groups, influencing and gaining commitment to objectives.</li> <li>Experienced people manager.  Actively build and maintain morale levels within the team through open communication and activities that foster a sense of team unity and a focus on the achievement of results.
