The role&nbsp;
Reporting to the Executive Director of Adult Social Care (DASS), you will be at the heart of this transformation, working to develop options in the market and commission services that support independence and tailored, outcome-based support.&nbsp;
It is envisaged that the role will change and develop as we look to adopt a more integrated commissioning approach between adult social care, children and young people services, public health, and the Integrated Care Board’s (ICB) requirement for care and support services / prevention.&nbsp;&nbsp;
You will lead a team that manages and develops our local care providers and builds a strong culture of promoting high quality, efficient, innovative and value for money services through effective design, commissioning, and contract management. You will lead that role for Adult Social Care, and where appropriate the ICB, both in the teams you manage and in the local areas with delegated commissioning and contract management responsibilities.&nbsp;

<li>Work with Essex young carers and their families to identify priorities, support needs, interventions and goals and developing and implementing strategies for securing these. </li>
<li>Use assessment and monitoring to motivate young carers and their families to achieve a shared and mutually agreed support plan/ contract. </li>
<li>Take up referrals and work with Essex young carers in order to identify, understand and meet their needs, with an emphasis on promoting positive outcomes. </li>
<li>Work with Essex young carers in line with the agreed model, ensuring that the level of support meets the identified need including one to one support, peer group support, telephone support, advocacy, provision of information, signposting, training opportunities and workshops. </li>
<li>Promote young carers self-awareness, confidence and encourage their involvement in the design of their young carers service and support them in evaluating the impact of the service upon their own situation. </li>
<li>Provide targeted outreach and awareness raising activities to other agencies to support the increased identification of Essex young carers including presentations, workshops and events. </li>
<li>Pro-actively work in partnership with other agencies including educational settings and adult services to ensure ongoing support to young carers, particularly at points of transition and to enable Essex young carers to continue their education, employment or training. </li>
<li>Support the development and facilitation of Essex young carers networks and forums to ensure that the voice of young carers is heard and that they are in a position to be able to shape and influence the service. </li>

Desirable qualities include local government and UK Shared Prosperity Fund experience, preparing reports and presenting to Council committees and insights on the Brentwood Borough and Rochford District business communities specifically.

<h4>About the role</h4>
Rochford District Council and Brentwood Borough Council have each recently adopted refreshed Economic Growth Strategies covering the period of 2025-2028. To deliver on Rochford and Brentwood Councils' ambitions, we are looking for a Senior Economic Development Officer to join our OneTeam that serves both councils.
Rochford District Council priorities include town centre regeneration, supporting growing businesses, skills delivery and sustainability. Brentwood Borough Council priorities include supporting start-ups, skills delivery and sustainability. <h4>The role will involve</h4>
<ul>
<li>
Strategic and Operational Leadership: Supports and deputises for the Corporate Manager – Economic Development, leads on delivering economic development strategies, projects and feasibility work including those funded by the UK Shared Prosperity Fund and assists with team management.</li>
<li>
Stakeholder Engagement and Representation: Acts as the key contact for external organisations (e.g. Essex County Council, business groups), leads on business engagement projects and works with stakeholders to secure support and funding for projects.</li>
<li>
Policy and Investment Development: Leads on drafting strategic economic development and regeneration policies, responds to inward investment enquiries and researches best practices for local application.</li>
<li>
Business Support and Financial Oversight: Provides proactive advice and signposting to local businesses, monitors budgets and manages financial processes including purchase orders and invoices up to £25,000.</li>
<li>
Corporate and Compliance Responsibilities: Works flexibly across Brentwood and Rochford councils, adheres to safeguarding, data protection, health &amp; safety and equality policies, and supports emergency response efforts when required.</li>
</ul>
<h4>About the candidate&nbsp;</h4>
You will need to have experience of delivering economic development and/or regeneration programmes, strong written and verbal communication, good working knowledge of Microsoft Office, able to work within a friendly and supportive team, be well organised and able to deliver to tight deadlines and to maintain effective relationships with external and internal stakeholders. &nbsp;
Desirable qualities include local government and UK Shared Prosperity Fund experience, preparing reports and presenting to Council committees and insights on the Brentwood Borough and Rochford District business communities specifically.
