Brent Council declared a climate and ecological emergency in 2019 and pledged to do all in its gift to achieve carbon neutrality in the borough by 2030. In 2021, the council’s Cabinet approved Brent’s Climate and Ecological Emergency Strategy (2021-2030) which set out our objectives and areas of focus for tackling climate change, including a major focus on consumption, resources and waste. This is an exciting time to work in Brent on the waste and recycling agenda. We are in the process of implementing food collection services across the whole of Brent. There are several reuse and circular economy projects getting underway in our ambitious Green Neighbourhoods Pilot areas.&nbsp;
The postholder will manage Waste and Recycling Officers and work on ongoing waste and recycling communication and engagement programme. As the Waste and Recycling Manager, you will be responsible for overseeing waste management and recycling programs, ensuring compliance with Simpler Recycling. You will take the lead in managing food waste collection rollout to flats above shops and help with waste diversion from flats and communal properties to improve recycling in the borough.&nbsp;You will work closely with various internal and external stakeholders to develop waste reduction strategies, increase recycling rates and contribute to council's sustainability goals and objectives.&nbsp;

But we’re also changing and growing in exciting ways: we are launching the first technology-driven, Procurement Act-complaint repairs and planned maintenance framework of its kind; we are creating a new impactful investment vehicle to provide private renters fair, resident controlled homes; and we have established the ground-breaking Co-operation in Social Housing Commission, working with the London School of Economics and others to transform the relationship between landlords and local communities. To help us boldly navigate these challenges and opportunities, we are looking for a new board member who will help us hold fast to our mission and our ambition for cooperation and community-led housing whilst being realistic and determined in how we apply our resources to the task.
This board member will also serve on our Finance, Audit &amp; Risk Committee, scrutinising and overseeing our annual budget, thirty-year business plan, internal audit programme, strategic risk register and other vitally important aspects of CDS’s governance and overall management.

About you
We're looking for an experienced project manager with experience and knowledge of the criminal justice system and the services within it. You will be a strategic thinker with proven leadership skills, and the ability to manage the set up and running of new services. You will have an understanding of what we stand for as a charity and have alignment to help us meet our mission and objectives. We are looking for someone with:

We’re looking for an experienced and proactive&nbsp;Senior Programme Management Officer&nbsp;to lead the Programme Management Office for our Health and Universal Free School Meals (UFSM) team. This is a high-impact role that calls for a sharp eye for detail, strong leadership, and a passion for driving results in a complex, fast-paced environment. Working with&nbsp;multiple stakeholders internal and external.
While each team has its distinct focus, your oversight will ensure smooth programme delivery and unlock opportunities for strategic cross-team collaboration between Health and UFSM.
Your role will be to provide project oversight and forward planning for the Team’s corporate responsibilities, including corporate performance reporting and other corporate returns and briefings, working closely with the Senior Managers and with the Business Support team.
This role offers the opportunity to shape delivery on a programme that directly supports the wellbeing of Londoners. If you are an experienced programme manager with excellent organisation skills, attention to detail and quality, experienced in PMO systems and leading teams – we want to hear from you.
<h2>What your day will look like</h2>

<li>Lead the PMO functions across the health and UFSM teams, embedding governance, assurance and planning across key workstreams.</li>
<li>Provide project oversight and forward planning working in an agile and flexible way</li>
<li>Ensure effective delivery and reporting across a high-profile programme portfolios.</li>
<li>Prepare clear and concise programme reports, dashboards and agendas.</li>

<li>Build trusted relationships with senior stakeholders across the GLA, local government, and partners.</li>

 Skills, knowledge and experience</h2>
To be considered for the role you must meet the following essential criteria:

<li>An understanding of the issues associated with working in a complex political environments</li>
<li>Proven experience managing large-scale programmes with multiple projects and partners, including risk management.</li>
<li>Experience of delivering effective monitoring processes/systems as well as experience of managing budgets and corporate reporting.</li>
<li>Critical thinking, analytical and written skills, experience of analysing data from multiple sources and demonstrable ability to utilise these to assess, interpret, and present ideas, data, and information.</li>
<li>Substantial experience of co-ordinating work across a number of stakeholders and building and managing relationships in a partnership environment across a wide range of sectors especially the public sector.</li>
<li>Experience of managing teams.</li>
<li>Understanding of the Universal free school meals programme is desirable.</li>

As a Handyperson Supervisor:
<ul>
<li>You will be actively involved in helping to maintain high quality standard of service delivery to our residents.</li>
<li>You will be responsible for providing an effective and responsive repairs and scheme improvement service to the residents by ensuring that the overall appearance, internal decorating, external environment and security of the area is maintained to a high standard.</li>
<li>Supervising and supporting the handyperson staff, you will monitor&nbsp;the standard of repair work carried out, ensure staff are always working safely following health and safety procedures.</li>
<li>Resident and stakeholder liaison.</li>
<li>You will be required to liaise with internal departments providing updates and promote the service to housing management staff</li>
</ul>
You should be:
<ul>
<li>Experienced with internal and external communal repairs</li>
<li>Multi trade skills, coaching staff.</li>
<li>Monitoring works to ensure completed to a high standard.</li>
<li>A good communicator and be willing to learn new skills as the service adapts to the changing needs within the Trust.</li>
<li>Confident working remotely as part of a team therefore you must have good interpersonal skills and be able to arrange work schedules and plan the implementation of work.</li>
<li>Be self-motivated, proactive and able to organise your time effectively and aware of safe working practices.</li>
<li>Confident in using IT packages to monitor works and provide reports. It is an essential requirement that you have a good standard of both literacy and IT skills, as you will be required to use a PC undertaking online courses and assessments. We can further your skills during the probation period.</li>
<li>
You must have a Full&nbsp;&nbsp;manual driving licence as you will be driving a company vehicle.
