Travel across the county will be required Contract Type: Permanent Directorate: Resources<h4>About the team</h4>Part of the Resources Directorate at Hertfordshire County Council, the Property Team support all Service teams with their property requirements, including fire stations, registration offices, libraries, household waste recycling centres, supported living, care homes, day centres, highway depots, corporate offices and vacant properties.The Strategic Assets and Estates Manager role manage a team of 6, which has a mix of Estates Officers and Asset Officers, and commissions the council’s property managing agents.Each officer covers a geographical area providing support to the different internal clients for that area, supported by the Senior Assets Officers and Team Leader.<h4>About the role</h4>You will be involved in working on a varied portfolio and will be responsible for the professional and strategic management of property assets to support the delivery of the Council’s Services.The role will be required to provide professional property advice on land and property matters in line with RICS standards and the County Council’s protocols. Responsibility for landlord and tenant activities (including rent reviews, lease renewals and lease regears), project work, strategic consultancy, professional estates advice to colleagues and other stakeholders, estate, asset and property management. For clarity this is not a facilities management role.You will be required to provide instruction and manage our external property management consultants (and other external consultants as required). As well as be expected to liaise and work closely alongside colleagues in our Legal Services, Facilities Management, Development and Planning, Finance, and our service teams to ensure the best possible property solution is delivered. You will also oversee the process of gaining approvals within a political arena.You will manage, support and develop a team of individuals who have responsibility for property transactions and data, maintaining relationships with Service teams to ensure properties are fit for purpose and to look for opportunities to improve asset utilisation.&nbsp;Although the teams are well established you will use your professional insight to contribute to corporate policies, providing specialist advice and you will also have the opportunity to shape new policies and procedures that reflect best practice, address emerging risks, and capture new opportunities.Under the current financial environment there is a drive to support the wider County Council budgets through efficient and effective use of property assets.&nbsp; You need to have lateral vision and a strategic approach including looking at opportunities to generate and maximise revenue and capital receipts and to consolidate and rationalise the estate whilst understanding the role of the County Council as a whole.You will be responsible for the management and forecasting of financial budgets which includes income and expenditure, to ensure delivery of service priorities. Property Technical Support Officer (Ref: PTSO)
Salary: £27,859.52
Hours: 37 Hours per week
Location: Bishops’ College/Hybrid

This role is based in the busy Property Services department. The postholder will provide a wide range of administrative and technical support to the property team and assist with the management of the Council’s portfolio of residential and commercial properties. The duties will include:
<ul>
<li>General administrative support including answering telephone queries, distributing scanned mail, filing and photocopying</li>
<li>updating the property database systems and running reports</li>
<li>providing maps and creating lease plans (after training)</li>
<li>Raising purchase orders and processing of invoices</li>
<li>conducting viewings of commercial and residential properties</li>
<li>inspecting void properties and dealing with utility bills</li>
<li>Updating property lists on the Council’s website and third-party marketing platforms (after training)</li>
<li>Managing third party instruction portals</li>
</ul>
Applicants should have GCSE passes in Maths and English at grade C (4) or above as well as an I.T or Business qualification. Previous administrative experience in a busy office environment and a background in property would be an advantage.
The successful applicant must be a hardworking team player able to apply common sense, be numerate and literate with good written and interpersonal skills, excellent attention to detail and the ability to use their own initiative to problem solve.&nbsp; A current valid driving license is essential.
The Council currently adopts a hybrid working pattern with at least 3 days office based.


The ability to converse at ease with members of the public and provide advice in fluent English is essential in this post.

Hertsmere Borough Council are looking for Refuse/ Recycling Loaders, to join our efficient street cleansing, waste and recycling collection service within and around Hertsmere.
The job involves collecting all types of refuse and recycling waste, from litter bins, residential bins and trade bins, and loading them into the refuse vehicle.&nbsp; You will need to have excellent fitness levels and be capable of walking for 8 to 12 miles per day.
You will need proven experience of heavy manual work involving lifting, and be capable of pulling and emptying refuse bins.&nbsp; You should have a customer service approach to service delivery, communicating positively and working efficiently in a team.&nbsp; You should be self-motivated and able to work without close supervision.
