We are currently looking to attract an ambitious and confident Planner, capable of leading on a wide range of applications, to join our Development Management team as a Senior Planning Officer.
The successful applicant will have relevant Planning qualifications and eligibility for membership of the RTPI, if not already a member. The postholder will be a relatively experienced individual practiced in working within Development Management and dealing with complex schemes.
The postholder will be a strong team player and possess excellent written and verbal communication skills with excellent attention to detail. They will be able to work flexibly on a wide range of tasks both independently and as part of a team to help us continue to deliver our Councillors‘ and residents‘ high expectations.
Chelmsford's proximity to London ensures continuous development pressures. In addition to the 2000+ planning applications that we receive annually, we are working with partners to assess National Strategic Infrastructure Projects, including powerline and solar projects. The review of Chelmsford’s Local Plan is at an advanced stage with a view to adoption in late 2026 and this sets out new proposed sites for strategic and local developments. The Chelmsford Garden Community is a growing development of 10,000 new homes and employment sites delivering new neighbourhoods, schools, parks and rail/bus/cycle connections. A second Garden Community to the East of Chelmsford is also proposed through the review of the Local Plan. The Post

Role PurposeThe purpose of this role is to support the Manager and team in ensuring the continuous improvement of the Plan Making Team in its aim to create a positive policy framework to manage and shape growth in the borough. This includes leading on and contributing to the review, adoption, embedding and monitoring of the Council’s Local Plan and other planning policy documents, including supplementary planning guidance, Article 4 directions, and neighbourhood planning, annual monitoring report and five year housing supply; while providing quality advice on planning policy matters to internal and external stakeholders.Key ResponsibilitiesKey responsibilities for this role include the review, implementation and monitoring of a Local Plan including supporting internal colleagues and external stakeholders in its implementation, as well as positively influencing and responding to changes in the planning system on behalf of the Council. You will directly report to and support the Plan Making Manager and oversee officers on a wide range of plan making projects, as well as independently project managing and/or holding key responsibilities on high profile plan making projects and initiatives, which will achieve positive benefits for the borough’s communities. You will be required to communicate effectively and confidently with internal and external colleagues, and engage with senior officers of the Council and Members, and Tower Hamlets communities, as and when required. RequirementsThis post will require eligibility for chartered membership of the Royal Town Planning Institute or relevant post graduate degree.Additional InformationYou will need to demonstrate experience in spatial planning and policy making, and a proven ability to support or lead on high profile plan making documents and initiatives and establishing strong partnerships within and outside the Council. An exciting opportunity has arisen for an experienced Economic Development professional to join our team at a pivotal time for the borough. As we review our Economic Development Strategy, prepare for Local Government Reorganisation, and deliver a range of impactful projects and programmes, your expertise will be vital in shaping the borough’s economic future.About the Role You will play a key role in preparing and updating the borough’s Economic Development Strategy and Action Plan, working collaboratively with businesses, partner organisations, and internal teams. You will lead on the delivery, monitoring, and reporting of grant-funded programmes such as the UK Shared Prosperity Fund and Rural England Prosperity Fund. The role also involves supporting business growth, responding to business enquiries, and leading communications with local businesses, including attending networking events.You will work closely with partners including Invest West Kent, Royal Tunbridge Wells Business Improvement District, Kent County Council, and Parish Councils to deliver joint projects and support digital infrastructure roll-out.
