Brentwood Borough Council and Rochford District Council work in partnership and&nbsp;this role is to&nbsp;provide support to both organisations&nbsp;on s.106 negotiations&nbsp;and&nbsp;monitoring,&nbsp;including&nbsp;the&nbsp;Community Infrastructure Levy and its identified funded community projects for Brentwood Borough Council.&nbsp;
About the role:&nbsp;
The successful candidate will play a pivotal role in managing and administering the governance of Community Infrastructure Levy (CIL) receipts and Section 106 (S106)&nbsp;obligations and funds. This is an exciting opportunity to join a dynamic team, ensuring compliance with legislation while delivering tangible benefits to the community.&nbsp;
You&nbsp;will support the delivery of policy,&nbsp;expenditure&nbsp;and&nbsp;governance processes for CIL receipts and strategic S106 funds. You&nbsp;will provide advice&nbsp;to&nbsp;developers, councillors, council officers, and third-party providers&nbsp;on CIL and S106 monitoring matters.&nbsp;
As our CIL and S106 Officer, you will be part of the Strategic Planning team, working across both Councils. &nbsp;

Key responsibilities:&nbsp;
<ul>
<li>Manage,&nbsp;maintain&nbsp;and update databases and systems for tracking CIL and s106 agreements&nbsp;</li>
</ul>
<ul>
<li>Monitor compliance with S.106 legal agreements through regular liaison with developers&nbsp;and&nbsp;case officers&nbsp;</li>
</ul>
<ul>
<li>Tracking of financial contributions and obligations and enforcement for&nbsp;non payment.&nbsp;</li>
</ul>
<ul>
<li>Prepare the CIL spending plan and ensure funds are spent&nbsp;in accordance with&nbsp;the Council’s governance arrangements&nbsp;</li>
</ul>
<ul>
<li>Prepare reports to senior leaders and members, including statutory reports (e.g., Infrastructure Funding Statements) on CIL and s106 income, expenditure, and project delivery.&nbsp;</li>
</ul>
<ul>
<li>Manage any appeals under the CIL Regulations&nbsp;</li>
</ul>
<ul>
<li>Support Freedom of Information (FOI) requests&nbsp;</li>
</ul>
<ul>
<li>Establish effective and professional relationships with stakeholders&nbsp;and partners&nbsp;</li>
</ul>
<ul>
<li>Provide CIL and s106 guidance to officers and developers&nbsp;</li>
</ul>

We work in a hybrid way&nbsp;with&nbsp;office attendance&nbsp;varying between both Brentwood Borough and Rochford District Council,&nbsp;in addition to home working, and based on the needs of the service.&nbsp;&nbsp;
About the candidate:&nbsp;
We are looking for&nbsp;someone with experience in managing a system for&nbsp;monitoring&nbsp;financial figures,&nbsp;with a demonstrable understanding of s.106 agreements and Community Infrastructure Levy.&nbsp;&nbsp;A working knowledge of&nbsp;Exacom&nbsp;software would be an advantage.&nbsp;
A proven knowledge of the workings of local&nbsp;government and&nbsp;the wider public sector is a requirement.&nbsp;&nbsp;Experience of working in the planning system, in a political environment would be advantageous.&nbsp;&nbsp;&nbsp;
You&nbsp;must&nbsp;possess&nbsp;the ability to interpret legal agreements, legislation, and policies accurately and able to communicate these in a concise way.&nbsp;&nbsp;You will be articulate both in your verbal and written communications and able to&nbsp;form strong professional relationships with all stakeholders and partners.&nbsp;&nbsp;
