This role provides a rare opportunity to work in the National Landscape of the High Weald helping to balance the needs of development with the protection and enhancement of our historic and natural environment. Working within the planning policy team, the postholder will support the Principal Landscape and Biodiversity Officer, working on strategic and sensitive planning applications involving historic Parks and Gardens, ancient woodland, and sites designated for landscape and wildlife conservation in rural and urban settlements.&nbsp; There will be opportunities to shape policy, work with key stakeholders, partnerships and elected Members and where required commission and manage consultants. Assisting the Principal Landscape and Biodiversity Officer you will advise the Planning Service on development management, and corporately across the Council on landscape and biodiversity matters and specific projects as required.
The Council has been at the forefront in the production of biodiversity policies and guidance and has a new, emerging Local Plan currently at Examination, with adoption anticipated soon. Once the Local Plan is adopted, the Council will begin work on a Local Plan Review. We are also in the early stages of preparing a Town Centre Plan for Royal Tunbridge Wells; the postholder will be involved with both of these.

Are you passionate about shaping places and supporting sustainable development? We’re looking for a proactive and enthusiastic Planning Officer to join our Planning Service team. This is a fantastic opportunity for someone with experience or a strong interest in Development Management to contribute to a dynamic and customer-focused service.
About the Role
As a Planning Officer, you’ll play a key role in assessing and determining planning applications and appeals, engaging in pre-application discussions, and supporting enforcement activities. You’ll also assist in preparing reports and presentations for Planning Committee and other forums, helping to ensure high-quality decision-making.
Key Responsibilities
<ul>
<li>Assess planning proposals, undertake site visits, and prepare accurate reports and recommendations.</li>
<li>Lead and contribute to pre-application discussions with applicants and stakeholders.</li>
<li>Present reports to Members’ Working Parties, Committees, and external organisations.</li>
<li>Liaise with internal departments and external bodies to ensure coordinated planning responses.</li>
<li>Support enforcement investigations, including monitoring planning conditions and breaches.</li>
<li>Prepare appeal statements and attend site visits; Grade 5 officers may represent the Council at Hearings.</li>
<li>Assist with technical and administrative tasks related to Planning Committee reports and presentations.</li>
<li>Respond to Freedom of Information and Environmental Information Regulations requests. Contribute to maintaining strong internal and external relationships and delivering a responsive service.</li>
</ul>
What We’re Looking For
<ul>
<li>Experience in planning or a related discipline, with a customer-focused approach.</li>
<li>Educated to degree level or equivalent, ideally with or working towards a planning qualification.</li>
<li>Licentiate membership of the RTPI or a clear pathway towards membership.</li>
<li>Basic knowledge of planning legislation and guidance; detailed understanding of Development Management and appeal procedures is desirable.</li>
<li>Strong analytical, organisational, and communication skills.</li>
<li>Ability to interpret plans, negotiate effectively, and produce high-quality written work.</li>
<li>Proficiency in IT systems including Word, Outlook, and PowerPoint.</li>
<li>A collaborative team player who can also work independently and manage competing priorities.</li>
</ul>
Special Requirements
Full valid UK driving licence (or equivalent). Ability to undertake site inspections, including in rural areas.

This is an exciting time to join the planning team. Our track record in planning and development has delivered a progressive approach to growth and economic investment, balanced with preserving the heritage and natural quality of the Borough. We are currently experiencing significant interest in investment across the Borough which is resulting in a range of planning applications for new housing, commercial and employment development.
The Role:&nbsp;
As a Senior Planning Officer you will have the opportunity to become involved in varied and challenging casework focusing on larger housing and commercial applications, as well as providing support and advice to both colleagues in other departments and Elected Members to deliver the Council’s priorities. You will also be required to provide excellent pre-application advice to applicants, developers and architects.
Ideally you will have experience of not only managing a casework of challenging planning applications, but have also been involved in negotiating s106 agreements and presenting at Committees.&nbsp; Experience of hearings and public inquiry appeal work is also preferable.
The Council receives a broad variety of proposals across the Borough, with wide ranging opportunities for development, along with many high-level constraints providing interesting challenges for decision making.

What we are looking for:
You should possess enthusiasm, be well motivated and have excellent communication skills. You should possess a relevant degree and an RTPI accredited Post Graduate Degree in Planning. Eligibility for membership of the Royal Town Planning Institute (RTPI) would also be desirable.
You must be able to demonstrate a high level of experience as a Planner working within a busy Development Management environment, have a high degree of autonomy, independently managing your own workload whilst positively engaging with the wider team and Borough Councillors.
Experience of acting as a witness at public inquiry would also be desirable.
