Are you ready to inspire and lead a dynamic policy team across two councils at an exciting time for local government?
We are looking for a passionate and experienced Strategy, Policy and Insight manager to join the team at Guildford and Waverley Borough Councils. This is a great opportunity to build and shape teams that will drive strategic planning, policy development, and research activities across both councils, while also working on high-profile policy matters like local government reorganisation.
In this role you will act as the lead officer on strategy and policy, insight and intelligence, integrated service planning, performance and risk management. You will manage, develop and deliver an effective strategy, policy and insight function, working closely with key stakeholders to develop and articulate organisational priorities, and develop strategies, policies and partnerships to achieve organisational objectives.
The successful candidate will be proactive and self-motivated, with demonstrative experience of working successfully in a complex public sector policy and/or insight environment, delivering a range of strategy, policy and insight initiatives. You will hold substantial knowledge of the local government policy environment, strategic and corporate planning, performance management and insight. Your ability to manage teams effectively, build productive relationships with internal and external stakeholders, and communicate clearly and effectively will be key to your success, as will the ability to thrive in a fast-paced environment.
The role is based in Guildford and Waverley’s offices in Guildford and Godalming. Hybrid working is also available.
The role is offered at 37 hours per week on a full time, permanent basis.

About the Role As our Senior Corporate Strategy Officer, you will work at the heart of the organisation, providing strategic insight, high-quality analysis, and innovative thinking to support senior leaders and elected members in making informed decisions. <li>Support the alignment of corporate strategy with service plans, performance frameworks, and governance arrangements.</li>
<li>Collaborate with internal and external stakeholders to ensure a joined-up, partnership approach to delivering our strategic priorities.</li>
<li>Lead on strategic projects that support organisational improvement, innovation, and transformation.</li>
<li>Lead on the Council’s corporate risk and business continuity frameworks – ensuring that risks are identified, assessed, monitoried, and reported effectively.</li>
<li>Monitor and report on progress towards corporate objectives, using data and evidence to support performance management and accountability.</li>

About You We are looking for someone with excellent strategic thinking, analytical and communication skills, combined with a strong understanding of local government and the challenges and opportunities facing the public sector. You will have:

<li>Significant experience in strategy, policy, corporate planning, and performance management, ideally within the public sector.</li>
<li>Experience in developing and managing corporate risk frameworks, with the ability to translate complex risks into clear actions and assurance.</li>
<li>Excellent written and verbal communication skills, with the ability to present complex information concisely and with impact.</li>
<li>Strong stakeholder management skills and the ability to influence at all levels.</li>
<li>Experience of delivering strategic projects and supporting organisational improvement.</li>
