Tunbridge Wells Borough Council is looking for a Contracts Officer to provide support to our partnership with Maidstone and Tonbridge &amp; Malling Borough Councils. You will be assisting with the development of a system to ensure oversight over all key contracts in the partnership, and promote corporate guidance on how to manage contracts.
You’ll also be assisting in the development and delivery of training for contract managers, ensuring that you stay up to date with best practice and can apply this to the continuous improvement of training materials and guidance documents.
The role will also be tasked with producing regular reports on contract management compliance, highlighting areas for concern and noting ‘Lessons Learned’ to aid in our aim of continuous improvement and development of our processes.

We are looking for a Senior Commercial Manager to join our Parliamentary Commercial Directorate (PCD).
PCD is expected to become a joint department of both Houses later in 2025, led by a new Chief Commercial Officer and strengthening PCD’s position as a cross-parliament function. You will work as part of a growing and ambitious function, committed to ensuring the value for money from our nearly £1bn in annual spend and supporting transformational projects across the organisation and our estate, including at the Palace of Westminster which is a UNECSO world heritage site.
You’ll have responsibility within the ICT category, or for a specific sub-category, supporting on delivering high value and complex procurements which will range from Cloud Software (SAAS) to Hardware or End User Devices to Network Infrastructure. You will also be a trusted partner and advisor to business areas and projects that you are supporting – whilst also being trusted to deliver digital procurement projects with autonomy and drawing upon your extensive knowledge and experience.
This is an opportunity to work on a hybrid basis, with an expectation to be on-site at Parliament for a minimum of 2 days per week. This is a fantastic opportunity for someone with strong experience and knowledge as a commercial professional, with understanding of procurement legislation and who is keen to apply their skills in a dynamic, fast-paced environment across various projects and stakeholders.
You’ll be accountable for –

What we’re looking for –

<li>You may have level 5 CIPS, equivalent experience or other relevant qualifications.</li>
<li>Relevant demonstrable experience of developing and leading commercial strategies and delivering procurement in ICT (or related) categories.</li>
<li>A successful career in procurement, with the ability to manage a variety of procurement procedures at all stages of lifecycle, demonstrating category management experience and achievements delivering best value and efficiency via category solutions.</li>
<li>Detailed knowledge and significant relevant experience as a commercial professional including, delivering, advising and managing procurement exercises in compliance with public sector procurement regulations at pace.</li>
<li>A comprehensive understanding Procurement Legislation (Public Contract Regulations 2015 and Defence and Security Public Contract Regulations) and the Procurement Act 2023.</li>
<li>Demonstrable ability of using data from systems to inform decision making and deliver optimum commercial solutions</li>
<li>Experience of working at senior levels with internal and external stakeholders.</li>

We are seeking a highly competent and motivated individual to support the Council with their utility contract management, metering and billing/data management system. You will be required to liaise with utility suppliers and associated bodies to support the smooth running of the Council’s utility contracts and help to deal with day-to-day queries from sites regarding their bills, metering and supply issues. It will require the post holder to provide technical advice and support on energy and water to Council and partner stakeholders.&nbsp;
You will be part of a dynamic team that manage the Council’s utility portfolio and lead on the Council’s response to the Climate Emergency. This post will involve supporting the team leader (EEMS Utilities and Climate Officer) as well as liaising with the other project officers and business support admin. The role will involve working directly with stakeholders across the Council and partners and so a friendly and professional approach is required.
Core duties will include providing appropriate technical advice, assessment and management of data (use of Systemslink energy data management system), bill validation and query resolution. A good level of knowledge of utility contract, bill validation and payment as well as experience of using energy management/bill validation software would be required. The individual in post will be expected to be able to manage their time effectively. Attention to detail, with a through and meticulous approach to data management is essential.
Training and support will be provided on an ongoing basis to ensure the post holder is supported to thrive in this position. The post will be based at Magdalen House in Bootle with an element of home working, the frequency of which can be discussed with team managers.
Fixed term until 31st March 2028.
